Construction Ministry inspection team caught red-handed accepting bribes of nearly 250 million
Vinh Phuc Provincial Police caught Ms. Nguyen Thi Kim Anh, head of the Ministry of Construction's inspection team, and a member of the team red-handed while receiving bribes totaling nearly 250 million VND.
On June 15, the Investigation Agency of Vinh Phuc Provincial Police was still detaining Ms. Nguyen Thi Kim Anh, head of the inspection team, and Mr. Dang Hai Anh, member of the inspection team of the Ministry of Construction, to investigate and clarify the act of accepting bribes.
Initial investigation results determined that in April 2019, the Chief Inspector of the Ministry of Construction issued a decision to establish an inspection team tasked with inspecting planning work, planning implementation management; construction licensing, post-licensing management and investment management at a number of projects in Vinh Tuong district, Vinh Phuc province.

The inspection team consists of 5 people from units of the Ministry of Construction Inspectorate: Nguyen Thi Kim Anh, deputy head of the anti-corruption department, as head of the team; Luu Van Oanh, deputy head of the post-inspection supervision, inspection and handling department, as deputy head of the team.
The three remaining members include: Dang Hai Anh, specialist of construction inspection department 2; Nguyen Thi Kim Lien, officer of construction inspection department 3; Nguyen Thuy Linh, officer of supervision, inspection and post-inspection handling department.
Since early June 2019, while the inspection team was working in Vinh Tuong district, Vinh Phuc Provincial Police received many complaints from a number of businesses, commune People's Committees, and individuals about the harassment and "money extortion" of the Ministry of Construction inspection team.
Following the direction of the Ministry of Public Security, Vinh Phuc Provincial Police established a working group to investigate and clarify the case.
On June 12, at the Vinh Tuong District Project Management Board, a working group of Vinh Phuc Provincial Police caught Dang Hai Anh red-handed receiving 90 million VND from Mr. D.NY, deputy director of D.Tr Company.
When arrested, Dang Hai Anh admitted to receiving money to avoid reducing the value of some construction items that D.Tr. Company had constructed in Vinh Tuong district for acceptance and payment.
On the same day, at the People's Committee of Vinh Tuong district, the working group of Vinh Phuc Provincial Police caught Nguyen Thi Kim Anh red-handed for two acts: receiving 68 million VND from Mr. Tr.H., accountant of the People's Committee of Tan Tien commune, Vinh Tuong district, to not reduce the value of some construction items of which the People's Committee of Tan Tien commune was the investor.
At the same time, Ms. Kim Anh also received 91.5 million VND from a financial and accounting officer of the People's Committee of Tho Tang town, Vinh Tuong district.
After being arrested, the head and members of the inspection delegation of the Ministry of Construction admitted their crimes.
Vinh Phuc Provincial Police conducted an emergency search of the inspection team's workplace at the Vinh Tuong District People's Committee, seizing many documents of construction units in Vinh Tuong District, 335 million VND in a cabinet managed by Nguyen Thi Kim Anh, computers, phones and some other related objects.
In addition to those detained, other members of the delegation were also summoned by the police to assist in the investigation.
