Arrested 2 subjects using drugs to bribe addicts to become "disciples" to guard

On June 17, the Investigation Police Agency of Nam Dan District Police said that the unit had completed the procedures and transferred the files of two cases related to the illegal buying, selling, and harboring of narcotics to the Duc Tho District Police, Ha Tinh Province, for further investigation and handling in accordance with the law.

Accordingly, through reconnaissance work, the Nam Dan District Police force discovered a number of drug addicts from Nam Dan who frequently appeared in the border area between Duc Tho District (Ha Tinh Province) and Nam Dan District with many suspicious signs. Through professional measures, the detectives determined that the drug addicts bought drugs from Tran Thanh Quang (born in 1975), residing in Duc Tho Town, Duc Tho District, Ha Tinh Province.

However, in order to avoid detection and arrest by the authorities, Tran Thanh Quang showed himself to be sophisticated, cunning and professional. That is, he only sold drugs to addicts in Hung Nguyen and Nam Dan districts (Nghe An province), not to addicts in other localities.

Tran Thanh Quang's ground-floor house is located on the street frontage in Duc Tho town. The surrounding walls are reinforced, and the entrance gate is very sturdy and solid. To get inside, one must go through many layers of doors with strong anti-theft locks and bolts.

In particular, to facilitate the drug trade, Tran Thanh Quang raised a number of drug addicts as close followers, responsible for keeping watch when he conducted transactions. Quang's followers were created as villagers, hanging hammocks scattered under the shade of trees, on the roads leading to Quang's house. When detecting anything unusual, affecting the illegal drug trade of the "boss", these followers immediately used secret signals to "alert" Tran Thanh Quang to quickly disperse the evidence.

Despite the difficulties, with the spirit and responsibility of fighting crime and not being discouraged, the Nam Dan District Police detectives took the lead and coordinated with the Duc Tho District Police force to assign undercover detective teams to monitor the methods of operation and grasp the movements of Tran Thanh Quang and his followers.

At noon on June 2, 2019, when the temperature reached over 40^oC, the sunlight was harsh, the disciples of Tran Thanh Quang could not lie in hammocks so they moved to another cool place to rest. Realizing that the opportunity to solve the case had come, at about 14:20 on the same day, the reconnaissance teams of the Nam Dan District Police took the lead, coordinated with the Duc Tho District Police to break the locked doors and raided.

At this time, Tran Thanh Quang and his group of addicts were high on drugs. When they realized their crime was discovered, they scrambled to escape but were restrained by the police.

Here, the authorities discovered and caught Tran Thanh Quang in the act of illegally buying, selling, and harboring drugs at his home for a group of 7 addicts (including both men and women, some of whom were just over 18 years old, who came to Quang's house to buy drugs and use them right there). At the scene, they seized 103 pink pills, 0.8 grams of heroin, many plastic bags containing crystal meth, 2 mobile phones, and 200,000 VND.

At about 3:00 p.m. the same day, at Tho Tuong bridge area in Tho Tuong village, Lien Minh commune, Duc Tho district, Ha Tinh province, Nam Dan district police discovered and caught red-handed Nguyen Truong Giang (born in 1987), residing in Duc Tho town, Duc Tho district, Ha Tinh province, illegally buying and selling drugs to 2 addicts; confiscated 0.4 grams of heroin and 200,000 VND. It is known that Nguyen Truong Giang had 3 previous convictions for "Theft of property".
