Russia will “keep its powder dry” in case the US destabilizes and aggravates the situation, and will not deploy missiles anywhere until the US does, Russian Deputy Foreign Minister Sergei Ryabkov said.

"On February 2, the Russian President stated that, guided by a responsible approach to ensuring international peace and security, we are launching research and development work to create intermediate-range systems to be ready to counter the US potential, which are already in the development stage of production plans, but at the same time, we will refrain from steps to deploy such means anywhere else until the United States does so," Ryabkov said at a meeting in the State Duma.

“I think this is the highest manifestation of our goodwill and responsibility. But we will ‘keep the powder dry’ and will be ready if the United States causes further destabilization and aggravates the situation,” Ryabkov stressed.
