Strictly comply with the law in investigation work, fight against wrongful convictions and missed crimes
(Baonghean.vn) - That was the direction of Senior Lieutenant General Le Quy Vuong - Member of the Party Central Committee, Deputy Minister of Public Security at the conference of the Office of the National Police Investigation Agency (CSDT) for the first 6 months of 2019 held on June 21 in Nghe An.
In the first 6 months of 2019, the work of receiving, classifying and handling denunciations, crime reports, and prosecution recommendations of Investigation Agencies at all levels in general and the Office of the Investigation Police Agency in particular has had many positive changes, basically becoming orderly and in compliance with legal regulations.
The work of arresting, investigating, and handling crimes has many positive changes. The prosecution, investigation, and proposal for prosecution ensure adequate grounds, correct people, correct crimes, and limit injustice and mistakes in criminal proceedings.

In the first 6 months of 2019, the national police investigation agency received 61,598 denunciations, reports of crimes, and recommendations for prosecution; resolved 45,448 denunciations, reports of prosecution. The national police investigation agency office system received 2,716 denunciations, reports of crimes and recommendations for prosecution, of which 1,657 denunciations, reports of prosecution were resolved. The national police investigation agency prosecuted more than 33,000 cases, with more than 45,000 defendants. The national police investigation agency office system prosecuted 483 new cases, with 747 defendants.
In addition, the national police force has arrested and persuaded 2,658 wanted subjects to surrender. The Office of the Ministry of Public Security's Investigation Police Agency has presided over and coordinated with functional units to arrest and hand over 6 internationally wanted subjects to other countries; arrested and extradited 02 internationally wanted subjects to Vietnam.
Speaking at the conference, Colonel Nguyen Huu Cau, member of the Provincial Party Committee, Director of Nghe An Provincial Police, said: On average, about 2,500 to 3,000 criminal cases occur each year in Nghe An province. Nghe An Provincial Police have focused on investigating and solving cases of social order violations with a high rate (85% for ordinary cases, 100% for serious cases).
In particular, the Criminal Police Force has deployed many innovative and breakthrough solutions and measures to fight and prevent crime, not only in the field of social order and safety but also effectively combating crimes that violate national security.

Speaking at the conference, Deputy Minister Le Quy Vuong acknowledged and commended the achievements of the National Police Investigation Agency and the Office of the Police Investigation Agency. These achievements have contributed to ensuring the security and order situation of the whole country in the first 6 months of 2019.
The Deputy Minister also pointed out some shortcomings such as: the quality of handling crime reports and recommendations for prosecution is still low. The number of investigators in the Criminal Investigation Agency system is still lacking, especially at the provincial and district levels; the number of cases with suspended investigations is still high. Although there have been many efforts in the search and tracing work, it has not yet met the requirements and targets set by the Ministry.

To overcome the above shortcomings and limitations, the Deputy Minister requested: The National Police Investigation Agency and the Office of the Police Investigation Agency focus on strengthening leadership and direction to rectify investigation activities. Perform basic professional work well to effectively serve the work of grasping the situation, preventing, investigating and handling crimes.
Focus on fighting and destroying criminal gangs, criminals using weapons and explosives to commit crimes, child abuse crimes; economic crimes, corruption, environmental crimes, and drug crimes. Regularly inspect, check, and supervise to ensure strict compliance with the law in investigating and handling crimes; fight against torture and torture, not letting criminals escape, and not allowing injustice to happen.

In the coming time, the Ministry of Public Security will continue to consolidate and build the system of Offices of the Criminal Police Agency and the Criminal Police Force from the province to the district in the direction of focusing on the grassroots level, in order to build a strong team of officers doing investigation work, better meeting the requirements and tasks in the current situation.
