The meeting heard reports on the implementation of the Notice of Conclusion at the online meeting with districts, cities and towns in the first quarter of 2019, the regular meeting in May 2019 of the Provincial People's Committee Chairman; thematic meetings of the Chairman and Vice Chairmen of the Provincial People's Committee in May and June 2019; Report on the implementation of the public investment plan in the first 6 months of 2019, tasks for the last 6 months of 2019.
Assessment of the socio-economic situation in the first 6 months of the year
Following the direction of the Provincial People's Committee Chairman, the meeting focused on evaluating the achievements, shortcomings and limitations in the implementation of socio-economic, national defense and security in the first 6 months of 2019 in Nghe An.
The report on this content of the Department of Planning and Investment said that the growth of gross regional domestic product (GRDP) in the first 6 months of 2019 of Nghe An province reached 7.09% over the same period, but the GRDP growth rate in the first 6 months of 2019 was lower than the same period in 2018.
Compared to the same period in 2018, the agriculture, forestry and fishery sector increased by 3.92%; the industry and construction sector increased by 8.8%; the service sector increased by 7.48%; and product taxes minus product subsidies increased by 8.56%.
Total social development investment capital in the first 6 months of the year is estimated at 33,585 billion VND, reaching 45.39% of the plan, up 12.29% over the same period.
As of June 10, 2019, the province has newly granted (approved investment policy/issued investment registration certificates) to 46 projects, with a total registered investment capital of VND 5,858.58 billion.
As of June 14, 2019, 842 new enterprises were established, equal to 94.18% over the same period; total registered capital was VND 7,072.72 billion, up 31.52% over the same period.
State budget revenue in the first 6 months of the year is estimated at 7,180 billion VND, reaching 53.2% of the estimate assigned by the Provincial People's Council and increasing by 17.6% over the same period in 2018. Budget expenditure in the first 6 months is estimated at 12,216.7 billion VND, reaching 50.2% of the estimate assigned by the Provincial People's Committee.
The cultural and social fields continued to achieve many good and outstanding results. National defense and security continued to be firmly consolidated, social order and safety were ensured. Inspection work, citizen reception, and handling of petitions and complaints from the people were well performed, 176/203 cases were resolved, reaching a rate of 86.7%.
In addition, there are still some limitations and shortcomings pointed out such as: The number and registered investment capital are still low, mainly small-scale projects, there are no large projects with driving force. The progress of key projects is still slow due to problems related to investment procedures. Tax debt and social insurance debt are still at high levels. The African swine fever situation is complicated. There are still some shortcomings in forest management and protection, land management, mineral resources and environment management...

Regarding agriculture - a sector that contributes significantly to overall growth, provincial leaders requested the Department of Agriculture and Rural Development to strengthen strong measures to limit the spread of African swine fever, coordinate with sectors and localities, invest in resources, human resources, management methods and direction to contain the epidemic.
In addition, the industry needs to pay attention to the summer-autumn crop and other crops of the year, paying special attention to the issue of drought, developing scenarios for situations, focusing on drought prevention, forest fire prevention, etc.
Regarding industry, the Chairman of the Provincial People's Committee emphasized that the growth target of this sector is not easy to achieve. It is necessary to pay attention to reviewing key products, advising on removing difficulties for businesses, and pushing maximum capacity for factories to operate...
In the tourism sector, it is necessary to continue promoting in many ways, focusing on coordinating with corporations and professional travel agencies, thereby enhancing the image and quality of specific products of Nghe An, attracting more and more domestic and foreign tourists to the locality...
Regarding trade, the Department of Industry and Trade needs to focus on linking supply and demand, managing the market, enhancing customs clearance of goods, and striving to achieve the set plans and targets.
Regarding the promotion of administrative reform, the Chairman of the Provincial People's Committee emphasized the need to focus on completing related tasks to soon put the Public Administration Service Center into operation. Along with that, it is necessary to pay attention to the human factor, leaders of sectors and localities need to pay attention to improving qualifications, professionalism, and attaching responsibility to each civil servant in implementing administrative reform and the process of implementing related procedures.
“I am worried that when the Public Administration Service Center operates, although it can control the time and progress of the implementation of processes and procedures, it does not have a plan to control the relationship, connection, and accessibility between businesses and departments and branches. Research is needed to address this issue,” the Chairman of the Provincial People’s Committee worried.
Also at the meeting, responding to the recommendations of the sectors and localities, the Chairman of the Provincial People's Committee reiterated that in the period of public investment implementation 2016-2021, Nghe An has more than 700 projects. But in the future, the number will be limited, choosing projects that create a "push", thereby aiming to have a profound impact, pulling up the sectors and fields.
