In the new term, the Standing Committee of Nghe An Provincial Party Committee will have no more than 17 members.
The Standing Committees of the Hanoi and Ho Chi Minh City Party Committees, the Thanh Hoa and Nghe An Provincial Party Committees have no more than 17 members. The remaining provincial and municipal Party Committees and the Party Committees of the blocs directly under the Central Committee have from 13 to 15 members.

Directive 35 of the Politburo on party congresses at all levels towards the 13th National Party Congress clearly stipulates the structure and number of party committee members, standing committee members and deputy secretaries of party committees at all levels for the 2020-2025 term.
Hanoi and Ho Chi Minh City have no more than 3 Deputy Secretaries
The Directive clearly states the consensus on the policy of reducing the number of provincial and district Party Committee members by about 5% compared to the maximum number determined by competent authorities for the 2015-2020 term.
Based on this policy, provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee specifically determine the number of Party Committee members at provincial, district, and equivalent levels for the 2020-2025 term.
Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee shall, based on the situation, requirements, specific political tasks of the locality, unit, and the ability of cadres to respond, determine the appropriate Party Committee structure.
Regarding the number of Standing Committees of Provincial/City Party Committees, Directive 35 clearly states that the Hanoi Party Committee, Ho Chi Minh City Party Committee, Thanh Hoa and Nghe An Provincial Party Committees shall have no more than 17 members. The remaining Provincial and City Party Committees and Party Committees of blocs directly under the Central Committee shall have from 13 to 15 members.
The orientation of the Standing Committee's structure includes: Secretary, Deputy Secretary; Chairman and 1 Vice Chairman of the People's Council; Chairman and 1 Vice Chairman of the People's Committee; Chairman of the Party Committee's Inspection Committee and heads of the following committees: Organization, Propaganda, Mass Mobilization, Internal Affairs; Chairman of the Fatherland Front (in places where the Head of the Mass Mobilization Committee is not yet the Chairman of the Fatherland Front); military commander, police director; heads of Party Committees in some important areas and fields that need to focus on the leadership of the Party Committee's Standing Committee.
Directive 35 clearly stipulates that Hanoi and Ho Chi Minh City shall have no more than 3 Deputy Secretaries. The remaining provinces and cities and Party Committees of blocs directly under the Central Committee shall have no more than 2 Deputy Secretaries.

The number of Party Committee members, Standing Committee members of Party Committees, and Deputy Secretaries increased for rotation and training according to the Central Committee's planning is not counted in the number of Party Committees stated in the provisions of this Directive.
At the same time, the introduction and election of additional cadres currently working in the locality will still be carried out according to current regulations.
For districts, towns, and provincial cities, the Directive stipulates the number of standing committee members from 9 to 11 people. For places with a large number of party members or complex tasks and areas, the number of standing committee members shall not exceed 13 people. The number of deputy secretaries shall be 2 people.
For party committees directly under the central party committee, the number of standing committee members is from 9 to 11 people, deputy secretaries are from 1 to 2 people.
For the Party Committees of provincial and municipal agencies and other directly superior Party Committees of the grassroots level (corporations, general companies, state-owned commercial banks or state-owned banks with controlling shares), the number of standing committee members is from 7 to 9; deputy secretaries are from 1 to 2 people.
The Party Committees of the Army and the Public Security shall comply with separate regulations of the Politburo.
Female first time participating in Party Committee, born from September 1970 to present
Regarding the age of Party Committee members for the 2020-2025 term, Directive 35 stipulates that for first-time participants in the provincial Party Committee, at least men must be born from September 1965 and women must be born from September 1970 onwards (except for cases where the working period is extended as for men).
For district level, at least male students must be born from June 1965 and female students must be born from June 1970 onwards.
In cases of being nominated for re-election to the provincial Party Committee, Directive 35 clearly stipulates that men born from March 1963 and women born from March 1968 onwards (except for cases where the working period is extended like men).
In particular, in cases where candidates are expected to be nominated for leadership positions of the People's Council and People's Committee for the 2021-2026 term, men born from September 1963 and women born from September 1968 onwards must be nominated (except in cases where the working period is extended as for men).
As for the Party Central Committee members, the Politburo will study, consider and submit to the Central Committee for decision.
For the district level, the Directive stipulates that males born from December 1962 onwards and females born from December 1967 onwards. In particular, in cases where there is a plan to nominate candidates for leadership positions of the People's Council and People's Committee of districts for the 2021-2026 term, males born from September 1963 onwards and females born from September 1968 onwards are eligible.
For the armed forces, the age of participation in the Party Committee is based on the retirement age prescribed in the Law on Officers of the Vietnam People's Army and the Law on Officers of the Vietnam People's Public Security. Personnel participating in local Party Committees comply with the general regulations on age of participation in Party Committees at all levels according to the Politburo's Directive.
In cases of participating in the Party Committee of the Army and Police, the age for re-election must be at least half of the term of office (30 months for a 5-year term). In special cases, those with 1 year (12 months) to less than 30 months of working age must be competent, healthy enough to perform the task, have high prestige, and complete the task well or better, and must be considered and decided by the competent authority appointing the cadres.
In this spirit, the Central District Party Committee and the Central Public Security Party Committee provide specific guidance on the age of Party Committee members in their affiliated Party Committees.
