Ngọc Thoa sinh năm 1998, đang là Đảng viên, ủy viên Ban Chấp hành Đoàn trường Đại học An ninh Nhân dân TP HCM. Cô từng nhận bằng khen của Hội phụ nữ Tổng cục Chính trị Công an Nhân dân vì có thành tích xuất sắc trong công tác Hội.
Ngoc Thoa, born in 1998, is a Party member and member of the Executive Committee of the Youth Union of the People's Security University of Ho Chi Minh City.
