Structure, number of delegates to Party congresses at all levels and arrangement and assignment of cadres after the 13th Congress

Along with assigning new Party Committee members, Party Committees at all levels must arrange, assign, and promptly implement policies and regimes in cases where Party Committee members are not re-elected.

Directive 35 of the Politburo on party congresses at all levels leading up to the 13th National Party Congress clearly stipulates the structure, number of delegates and the election of delegates to attend higher-level congresses as well as the arrangement and assignment of cadres after the congress.

The Hanoi Party Congress is the largest, with no more than 500 delegates.

The determination of the structure and number of delegates to the Party Congresses at all levels is carried out in the direction of maintaining the same number of delegates in the local bloc as in recent terms. At the same time, the allocation method is innovated to ensure reasonable composition, structure, gender, and ethnicity.

In addition, this congress will increase the number of delegates in important sectors and fields to 1 to 2 delegates (not counting ex-officio delegates) to improve the quality of discussion, debate, and contribution of opinions when deciding on major policies of the Central and local governments.

Based on this principle, the Party Committee convening the congress decides to allocate the specific number of delegates to attend the congress.

Accordingly, the Party Congress of provinces and centrally run cities and the Central Public Security Party Congress will have from 300 to 350 delegates; the Hanoi Party Congress will have no more than 500 delegates; the Ho Chi Minh City, Nghe An, Thanh Hoa and Military Party Congresses will have no more than 450 delegates; the Central Agencies Party Congress and the Central Enterprises Party Congress will have 250 to 300 delegates.

Party congresses of districts, towns, provincial cities and equivalent have no more than 300 delegates.

A grassroots party committee with less than 200 party members shall hold a party congress; a grassroots party committee with 200 or more party members shall hold a delegate congress. In the case of a grassroots party committee with less than 200 party members, if there are difficulties in organizing a party congress and the immediate superior party committee agrees, a delegate congress shall be held.

The election of delegates to attend the Party Congress at higher levels must be based on the Party Charter, the Party Election Regulations and the instructions of the immediate higher Party Committee on the number and structure of delegates to the Party Congress at all levels.

Party congresses at all levels elect a number of alternate delegates to replace absent official delegates; the number is decided by the congress.

No re-election: Appropriate job placement or early retirement

Regarding the arrangement and assignment of cadres after the congress, Directive 35 clearly stipulates the implementation of the arrangement, assignment and assignment of new Party Committee members immediately after the congress in accordance with the personnel plan approved by the competent authority.

Along with assigning new Party Committee members, Party Committees at all levels need to arrange, assign, promptly implement policies and regimes, and do a good job of ideological work for cases of Party Committee members who are not re-elected according to Party and State regulations.

For those at the provincial and district levels who are not re-elected, but have 24 to less than 30 months of work remaining before retirement age, if they still have the qualities, capacity, prestige, health and desire to work, they will be considered and assigned suitable jobs (except for cases with the desire to retire early).

In cases where there are less than 24 months left until retirement age, if the locality, agency or unit has difficulty in arranging and assigning suitable work, the regime will basically remain the same and good ideological work will be done, encouraging people to take time off work and wait until they are old enough to retire.

In cases where there is a desire to retire before the age, the regime and policies will be resolved promptly according to the Government's regulations. Cadres at the commune level shall comply with Conclusion No. 64 dated May 28, 2013 of the 11th Central Committee and the Government's regulations.

Regarding the time of ceasing to hold leadership positions of the People's Council, People's Committee and leadership positions of state agencies with Party Committee structure but not participating in the Party Committee for the 2020-2025 term, for the provincial level, in case of reaching retirement age after the congress or still being of working age but not participating in the Party Committee (except for members of the 12th Central Committee), the leadership positions will be removed immediately after the congress or at the nearest regular meeting of the People's Council after the congress.

As for the leadership positions of the People's Council, if the person being prepared to replace is not a People's Council delegate, the incumbent will continue to hold the position until the end of the 2016-2021 term.

For district and commune levels, the standing committees of provincial and municipal Party Committees shall base on specific situations to make regulations that do not contradict the above principles.

The grassroots party congress will last no more than 2 days, starting from April 2020 and completing before June 30, 2020.

Congress of district-level party delegates and equivalent shall not exceed 3 days and shall be completed before August 31, 2020.

The congress of delegates of the Central Party Committee shall not exceed 4 days and shall be completed before October 31, 2020.

The time for preparatory meetings for district-level and equivalent congresses and above shall not exceed half a day. The time for organizing model congresses for grassroots-level party committees shall be in the first quarter of 2020; for district-level and equivalent congresses in the first quarter of 2020; for party committees directly under the Central Committee in the first quarter of 2020.
