(Baonghean.vn) - The Hai An - Tan Ky Market Construction, Management and Operation Investment Cooperative has been approved by the People's Committee of Nghe An province to invest in two projects in Tan Ky: the Tan Ky Market Construction, Ownership and Business Investment Project and the Tan Ky District Hotel and Event Center Project. Currently, the Tan Ky New Market Project (abbreviated as Tan Ky Market) has been completed and ensures operating conditions.
The fastest market project in the province
Located right in Tan Ky town, Tan Ky market is a beautiful and impressive structure with 3 floors, including one ground floor and 2 upper floors, with a total investment of more than 177 billion VND.
The project started construction on March 15, 2018. After nearly 10 months, the investor mobilized human resources and completed the market on schedule, making it the fastest market project in Nghe An.

The market was built synchronously, spaciously and modernly in accordance with Decision No. 1923/QD-UBND of Nghe An Provincial People's Committee on approving the Plan for arranging and organizing product lines, business locations and internal regulations of Tan Ky market. Specifically, Tan Ky market has 210 business locations on the ground floor, 261 business locations on the first floor and 38 business locations on the third floor. In addition, the market also has 28 kiosks (11 3-storey kiosks, 17 2-storey kiosks), all of which were put into operation in phase I.
In the market, as observed, many kiosks and stalls have been put into operation, those are the kiosks in front of the market. There are 11 3-storey kiosks where small traders can both sell and store goods on 3 floors, convenient and quite expensive but have been bought out. The same goes for the 2-storey kiosks. Many kiosks in the market have also been registered, each kiosk costs 500 million VND (for 50 years), those who enter early will get a discount of 450 million VND. Some households have borrowed money to buy kiosks to sell goods in the market.
Ms. Lien, a food vendor from the old market who has moved to the new market, said: "It's more spacious, cooler, and has more customers. More people from the town come here for breakfast and lunch. There's electricity and tap water here, it's clean and safe."
At many other registration counters, although households have not yet started operating, they have registered with full signs.
The Director of Tan Ky Market Management Board said: "Tan Ky Market has met the regulations in Decree 02/2003/ND-CP dated January 14, 2003 of the Government on market development and management, including regulations on standards and market classification. Accordingly, a type I market is a market with over 400 business locations, invested in solid and modern construction according to planning...; has a market area and scope suitable to the scale of market operations and fully organizes services at the market: vehicle parking, measurement services, loading and unloading of goods, goods quality inspection services, food hygiene and safety and other services".
Also related to this issue, according to Decision No. 5955/QD-UBND dated December 12, 2013 of Nghe An Provincial People's Committee on approving the master plan for the goods distribution network in Nghe An province until 2020, taking into account the year 2025, Tan Ky market (Lat market) is classified as a type I market.
One issue that traders are concerned about is the name of the lowest floor of the project. Traders call this the "basement", however, in reality, Mr. Hoang Quoc Viet - Chairman of Tan Ky District People's Committee said: "Because the terrain of the mountainous district is not flat, the front of the town road (Road 545 is high, but the back is low, so the project is located on uneven terrain. To have an optimal solution for this terrain, the investor designed the lowest floor of the project to have a height equivalent to the road surface of residential area block 6, people in the town have many ways to enter the market. Therefore, this is the "ground floor" and cannot be called a "basement" because the height of this floor is not negative (not completely submerged compared to the ground level of the surrounding area)".
After completion, Tan Ky Market has had its fire prevention and fighting system tested and accepted; the authorities have inspected and accepted the technical requirements on load-bearing capacity, construction quality, water supply and drainage system, electrical system, etc. Therefore, Tan Ky Market is qualified to be put into operation in phase I, according to the conclusion of the competent authority.
Reasonable price for renting and buying kiosks
Regarding the rental price of kiosks at Tan Ky market, compared with the regulations in Decision 73/QD-UBND, the rental price of business premises at Tan Ky market is even lower from 20 to more than 70% (for small traders contributing capital for a period of 50 years). If calculated only in the first year, priority subjects will be exempted from renting business premises, receive a 10% discount in the following year, and will not be charged for some services in the first year. Tan Ky Market has been invested in synchronous construction, the wastewater and rainwater drainage system has been connected to the town's general drainage system. The investor has committed that in case of heavy rain, causing flooding, leading to damage to the goods of small traders, the cause of which is not from the town's general drainage system, the investor is responsible for reviewing and compensating according to regulations.
Even in the event of a force majeure or damage caused by the general drainage system of Tan Ky town, the investor will coordinate with the local authorities to consider implementing compensation support measures.
Regarding the issue of ensuring security and safety of goods, the leaders of Tan Ky town government also said that Tan Ky market will be open 24/7. During the market's operation, business owners must protect their own goods and belongings. If goods and belongings are sent overnight, they must comply with the contract with Hai An - Tan Ky Cooperative; before leaving, traders must store goods and belongings in a safe storage device or separate warehouse, and hand them over to the market security force. The market security force is responsible for ensuring that traders' goods are returned to the market; in case of loss or damage, traders and the Market Management Board must be notified to coordinate in resolving the consequences and compensation according to regulations.
Regarding the compensation and support regime when clearing the old market area to implement the Tan Ky Event Center, Hotel and General Commercial Services project, information from Tan Ky district said that Tan Ky is currently compensating according to regulations. The old town market will be closed and from January 1, 2019, no fees will be collected here.
