Strive to complete and exceed socio-economic targets in 2019
(Baonghean.vn) - Reporting on the socio-economic development situation in the first 6 months of the year and tasks for the last 6 months of 2019, Vice Chairman of the Provincial People's Committee Le Hong Vinh said that, besides advantages, the implementation of the socio-economic development plan in 2019 also encountered many difficulties.

According to Vice Chairman of the Provincial People's Committee Le Hong Vinh, with the attention and support of the Central Government, the efforts of the entire political system, the business community and the people, the socio-economic situation of Nghe An province continues to have comprehensive development in all fields.

In particular, the growth rate of gross domestic product (GRDP) in the first 6 months of 2019 reached 7.09%, of which the agriculture, forestry and fishery sector increased by 3.92%; the industry - construction sector increased by 8.8% (industry alone increased by 9.07%); the service sector increased by 7.48%; product tax minus product subsidy increased by 8.56% over the same period in 2018. The economic structure shifted in the right direction and in each sector continued to have many positive changes.
In the first 6 months of 2019, the province has newly granted (Investment policy approval/Investment registration certificate) to 60 projects, with a total registered investment capital of VND 6,683.56 billion; adjusted 03 projects with a total adjusted investment capital increase of VND 325.44 billion; thus, this year, the number of projects increased by 13.2% and the total investment increased by 4.23% compared to the same period in 2018. The Provincial People's Committee has established an interdisciplinary team to inspect projects that are behind schedule and slow to implement in the province in 2019.

Also in the first 6 months of 2019, 922 new enterprises were established, equal to 95.25% over the same period; total registered capital was 7,480 billion VND, up 27.15% over the same period in 2018; 364 enterprises registered to resume operations, up 40.54% over the same period.
Total social development investment capital in the first 6 months of the year is estimated at 33,585 billion VND, reaching 45.39% of the plan, up 12.29% over the same period in 2018.

Right from the beginning of the year, the Provincial People's Committee has focused on directing the synchronous implementation of solutions to increase budget revenue, especially tax debts, land use debt... Focusing on operating according to the budget revenue scenario.
As a result, the State budget revenue in the first 6 months is estimated at 7,180 billion VND, reaching 53.2% of the estimate assigned by the Provincial People's Council and increasing by 17.6% over the same period in 2018. Of which: Domestic revenue is 6,330 billion VND, reaching 53.7% of the estimate and increasing by 19.8% over the same period (excluding land use fee revenue, domestic revenue is estimated at 4,861 billion VND, reaching 51.7% of the estimate and increasing by 18.5% over the same period in 2018); revenue from import-export activities is 850 billion VND, reaching 50% of the estimate and equal to 103.4% over the same period in 2018.
At the same time, the Provincial People's Committee directed the budget expenditure to be in accordance with regulations, economical, and to meet the tasks of regular and extraordinary expenditures. Local budget expenditure in the first 6 months is estimated at 12,216.7 billion VND, reaching 50.2% of the estimate assigned by the Provincial People's Council.
The socio-cultural sector continued to have positive changes. The education and training system was well maintained, and the quality of education continued to be maintained. In the first 6 months of 2019, the whole province created jobs for 19,165 workers (51% of the plan).

The province fully and promptly implemented policies on rapid and sustainable poverty reduction and support regimes for the poor; actively implemented the Sustainable Poverty Reduction Program. Results of the review of poor and near-poor households at the end of 2018: the number of poor households was 51,949, accounting for 5.54%; the number of near-poor households was 81,669, accounting for 8.72%.
In addition, the Provincial People's Committee appraises and approves the Projects on separation, merger, and consolidation of agencies and units under the People's Committees of districts, cities, towns, departments, and branches according to the plan of the Provincial Party Committee and the Provincial People's Committee. Focus on directing the District People's Committees to develop Projects on merging villages, hamlets, and communes to submit to competent authorities for approval and implementation according to the roadmap.
At the same time, the Provincial People's Committee has directed the implementation of key tasks of the "Administrative Reform Year" 2019. Actively preparing to establish the Provincial Public Administration Service Center.
Outstanding results in the field of administrative reform, the Provincial Competitiveness Index (PCI) increased by 2 ranks, ranked 19/63 provinces and cities; the Administrative Reform Index (Par-Index) increased by 2 ranks, ranked 29/63 provinces and cities; the Provincial Governance and Public Administration Performance Index (PAPI) increased by 40 ranks, ranked 4/63 provinces and cities.
At the same time, the Provincial People's Committee has promptly led and directed the implementation of local military and defense tasks in the province. The province's foreign affairs have been implemented synchronously, effectively and with many improvements, contributing significantly to the province's socio-economic development.

In addition to positive results, the Provincial People's Committee also pointed out many shortcomings and limitations such as: GRDP growth rate in the first 6 months of 2019 was lower than the same period in 2018 (7.39%) and lower than the growth scenario; the number and registered investment capital of investment attraction projects in the first 6 months of 2019, although increased compared to the same period in 2018, were still low, mainly small-scale projects, there were no large projects that were dynamic and promoted development.
Business activities are still facing difficulties; Forest management, protection, land management, mineral resources, and environment still have some shortcomings; Activities of the "Year of Administrative Reform" are not really outstanding; The problem of illegal migration, fetal trafficking, etc. in the Western region, although not many, still occurs.

According to Vice Chairman of the Provincial People's Committee Le Hong Vinh: To complete the socio-economic development goals and targets in 2019, the tasks for the last 6 months of the year are extremely heavy, requiring all levels and sectors to make efforts to overcome difficulties and challenges, steadfastly and persistently implement the set goals and plans; along with implementing the tasks and solutions set out at the beginning of the year, the Provincial People's Committee focuses on implementing a number of key tasks and solutions in the last 6 months of the year.
In particular, focusing on effectively implementing 119 tasks and solutions issued in Decision No. 96/QD-UBND dated January 10, 2019 on tasks and solutions for socio-economic development in 2019 associated with growth scenarios; striving to complete and exceed all socio-economic targets in 2019.

Direct the development of the socio-economic development plan and state budget estimate for 2020; review the implementation results of the targets set by the 18th Provincial Party Congress and Resolution No. 26 of the Politburo to continue directing and operating to strive for the highest results.
All levels and sectors strengthen the implementation of key tasks of the "Year of administrative reform" in the spirit of Directive No. 09/CT-UBND dated April 8, 2019 of the Provincial People's Committee Chairman.
Continue to promote the simplification of administrative procedures, overcome shortcomings and limitations in the coordination of handling interconnected administrative procedures, creating maximum convenience for people, businesses and organizations. Implement a plan to measure people's satisfaction with the services of administrative agencies.
For economic development, focus on removing difficulties to promote growth in industries and sectors; promote administrative reform; improve the investment and business environment; attract investment; promote startups. Mobilize resources for development investment; speed up the implementation and disbursement of capital investment plans for basic construction.
The province will implement solutions to improve the efficiency and quality of state management of planning, traffic order, construction, and urban order. Improve the quality of cultural and social fields corresponding to economic development.
At the same time, ensure social security and policies for people with meritorious services. Manage environmental resources well; proactively prevent and combat natural disasters, fire prevention and fighting; improve the effectiveness of handling petitions; inspect and prevent corruption and waste.
