Ho Tong Thoc road will be open to traffic by the end of August 2019.
(Baonghean.vn) - The Chairman of the Provincial People's Committee affirmed that if the Nghe An Friendship Multi-specialty Hospital Joint Stock Company has not completed the necessary work by July 20th, enforcement action will be taken.
Speaking at the plenary session, Ms. Thai Thi An Chung, Deputy Head of the Legal Affairs Committee of the Provincial People's Council and representative of Tan Ky district, addressed the issue of reopening Ho Tong Thoc road.
The reopening of Ho Tong Thoc road was decided by the Provincial People's Committee on September 18, 2018, during a meeting to address the requests of several families and individuals regarding the closure and rerouting of Ho Tong Thoc road in Nghi Phu commune (Vinh City).
Also at this meeting, the Provincial People's Committee directed that the reopening of the road must ensure a width for 2 lanes of motorized vehicles, ensuring the smooth flow of traffic for the people, and striving to complete it in the first quarter of 2019.

"According to the plan, the road will be reopened in the first quarter of 2019. The Provincial People's Committee has issued a document assigning the Vinh City People's Committee as the investor, with funding from the provincial budget of over 4.5 billion VND. I request that the Provincial People's Committee clarify the progress of reopening this road. When will the reopening of Ho Tong Thoc road be completed?" - Ms. Thai Thi An Chung stated.

Clarifying the concerns raised by delegates, Chairman of the Provincial People's Committee Thai Thanh Quy stated that, according to the commitment of the Vinh City People's Committee, Ho Tong Thoc road will be opened by July 30, 2019. The current obstacle is the hospital's wastewater tank, which encroaches on the road opening by about 2 meters. The Nghe An Friendship Multi-specialty Hospital Joint Stock Company is currently being requested to narrow this section of the tank to allow for road access.
By July 20th, if the Nghe An Friendship Multi-specialty Hospital Joint Stock Company does not relocate the wastewater treatment tank to hand over the construction site for road opening, the Provincial People's Committee will direct relevant agencies to use coercive measures to ensure the road is open and usable by the end of August 2019.
"This is a profound lesson for the process of managing and approving planning and development strategies. The government apologizes to the people for this," emphasized Chairman of the Provincial People's Committee Thai Thanh Quy.
On May 4, 2019, the People's Committee of Vinh City issued Decision No. 2567/QD-UBND approving the adjustment of the economic-technical report for the investment in the construction project: Renovation and upgrading of Ho Tong Thoc road. This includes the addition of the construction of a planned 9m wide road section passing through the Nghe An General Hospital area, phase 2.
This road section has a length of 264.99m, a red line boundary of 9m, a road surface width of 7m, and sidewalks 1m wide on each side. The construction cost is determined to be from the provincial budget, with a value of 4,578,539,000 VND.
