Forced to stop toll collection if BOT does not switch to automatic non-stop collection

The Prime Minister has just issued Official Dispatch 849/CD-TTg to speed up the implementation of the automatic, non-stop electronic road toll collection system.

Specifically, in recent times, the Ministry of Transport and other ministries, sectors and localities have actively deployed the automatic non-stop electronic toll collection system, achieving initial results. However, the progress of deploying the automatic non-stop toll collection system is still very slow, failing to meet the requirements.

To soon switch to automatic, non-stop electronic toll collection, creating favorable conditions for traffic participants and transparency in toll collection activities, the Prime Minister requested:

The Ministry of Transport, People's Committees of provinces and centrally-run cities, and the State Capital Management Committee at Enterprises shall urgently implement solutions to accelerate the deployment of the automatic non-stop electronic toll collection system in accordance with regulations; ensuring that all toll stations nationwide switch to automatic toll collection by December 31, 2019 at the latest.

Require investors to stop toll collection activities for projects with toll stations that do not switch to automatic non-stop toll collection in accordance with the provisions of law and the direction of the Prime Minister in Directive No. 06/CT-TTg dated March 27, 2018.

The Ministry of Transport shall strengthen supervision and inspection to ensure that the automatic toll collection system operates reliably, without incidents, and fully meets technical requirements, standards and legal regulations during the investment and use of the system; Direct inspection facilities and relevant units to affix terminal tags (Etag) to all road motor vehicles subject to road toll collection; coordinate the affixing of Etag tags to vehicles of the Ministry of Public Security and the Ministry of National Defense.

Preside over and coordinate with the People's Committees of provinces and centrally-run cities to organize traffic flow at toll stations; guide traffic participants to go in the correct lane for each toll gate of the stations (automatic gate, mixed gate); take strict measures to handle drivers who intentionally go in the wrong lane, causing traffic congestion and disorder at toll stations.

Review and propose amendments and supplements to Decision No. 07/2017/QD-TTg dated March 27, 2017 of the Prime Minister regulating the collection of road use fees in the form of automatic, non-stop electronic toll collection, ensuring compliance with requirements in the new situation.

The Prime Minister also requested the State Bank of Vietnam to direct commercial banks to connect bank accounts with accounts serving the automatic, non-stop electronic toll collection of vehicle owners, ensuring connectivity, convenience and safety.

The Minister of Transport, Chairmen of People's Committees of provinces and centrally run cities, and Chairmen of the State Capital Management Committee at enterprises shall be responsible to the Prime Minister for the progress of switching to automatic non-stop electronic toll collection at toll stations under their management; report to the Prime Minister on the implementation results before November 30, 2019.

Assign the Minister of Transport, after completing the transition to automatic non-stop toll collection for all toll stations nationwide (no later than December 31, 2019), to urgently review, evaluate and have a summary report sent to the Prime Minister in January 2020. Clearly state the good and bad aspects and the handling direction to ensure quality, efficiency and suitability to the people.
