This year I have a child enrolling in junior high school and for many months now I have heard a lot about choosing classes and choosing homeroom teachers. As a parent, I am really worried because everyone wants their children to study in high-quality classes and have good homeroom teachers. I once knew a case where a student was an excellent student for 5 consecutive years and qualified to be in a "selective" class when entering 6th grade, but in the end when arranging classes, he was eliminated and then the family had to "diplomatize" to get what they wanted.
Currently, through the media, I know that the Department of Education and Training has a policy of drawing lots to choose classes and homeroom teachers. Personally, I strongly support this policy because it will bring fairness to all students.

My child is now an adult, but when he went to school, IEvery summer, parents are bustling about discussing which class and which teacher to choose so that their children can have a good education, even though sometimes we don't know the actual ability of the teachers.
The lottery policy is appropriate and gives parents peace of mind, eliminating the need to rush to get into schools and classes, causing chaos and affecting the purity of the educational environment.

Up to now, Ha Huy Tap 1 High School has organized the drawing of lots for classes and homeroom teachers for 5 years. At the beginning of the implementation, we encountered many difficulties but now we have received the consensus of many parents and teachers.
In fact, the initial class drawing was just a personal solution, but after the implementation process, we got a lot. Firstly, it will reduce the pressure on the principal during the admission season, avoiding having to deal with relationships..On the teachers’ side, it will motivate them to strive. Many teachers, who have not had the opportunity to teach “elective” classes for a long time, must strive to meet the requirements of the school and parents. On the contrary, teachers who are “prioritized” because of their better abilities will avoid the situation of being self-regarding and subjective.
Of course, with this option there will be some parents who do not agree, but I care more about the majority of students and for the benefit of the students.
To implement effectively, I think “ideological” work is very important, how to make teachers understand, agree and see the “benefits” of this policy. To implement well, managers must also closely monitor and correctly evaluate the teaching staff in the school and have ways to train and help teachers with limited capacity, not to leave too big a gap in teacher quality.
In addition, we must "stick closely" to the students, not always going in a straight line of drawing lots absolutely. That means in the implementation process, we must be flexible with special students who are mentally handicapped, disabled, or twins, shy students... then give priority to them to choose suitable teachers.

From the 2019-2020 school year, our school will implement a new policy of the Vinh City Department of Education and Training, which is to draw lots for homeroom teachers for grade 6. According to the spirit of the document, the classification of grade 6 will be based on the students' abilities, demonstrated through the learning process in primary school and the end-of-year survey. After the classification is completed, the schools will arrange homeroom teachers by drawing lots.
When the policy is implemented, there will certainly be difficulties and this is natural before any innovation. For example, parents' psychology is that if the class is divided according to ability, they will think that it is a selective class, a high-quality class. But when drawing lots, there may be cases where the best teacher is not the homeroom teacher...
However, I think that no matter how difficult it is, the school still has to do it and the school board will propose the most optimal solution to implement in order to meet the quality of teaching and learning. At the present time, this is the right policy to minimize negativity.

This year, the goal of the admission process has not changed, which is to ensure transparency, objectivity and fairness for all students. However, in recent times, there have been some phenomena that have caused outrage among parents and the public, such as choosing classes and teachers.
Therefore, under the direction of the Department and the consent of the Vinh City People's Committee, the department directed all primary and secondary schools to draw lots to arrange classes and assign homeroom teachers. In fact, this is not a creative solution of the department, but a technique in arranging classes and assigning homeroom teachers that Ha Huy Tap 1 Primary School has implemented over the past 5 years. After 5 years of implementation, it shows that this solution basically ensures publicity, transparency and has the consent of parents.
To make the recruitment work more effective, the department will do a good job of propaganda. Second, promote the sense of responsibility and self-responsibility of the principals.Third is to do well the criteria of publicity. Specifically, all criteria for class arrangement, assignment of homeroom teachers, and how to draw lots are made public so that all parents, students, and teachers in the school know. Thereby, there is supervision from parents as well as all organizations in the school. The Department also hopes to receive consensus from parents this school year.
We also expect that this change will reduce negative phenomena and create transparency in enrollment this school year.
