Problems with mechanisms and policies in medical examination and treatment at private hospitals
(Baonghean.vn) - Reflecting to the monitoring delegation of the Provincial National Assembly Delegation, Cua Dong General Hospital raised inadequacies and difficulties in implementing the law, as well as sub-law documents related to medical examination and treatment.
On the morning of July 31, the monitoring delegation of the Provincial National Assembly Delegation had a working session with Cua Dong General Hospital on the results of 10 years of implementing Resolution No. 18/2008/QH12 dated June 3, 2008 (Resolution No. 18) of the 12th National Assembly on promoting the implementation of socialized policies and laws to improve the quality of health care for the people.

Problems in health insurance examination and treatment
At the meeting, Cua Dong General Hospital reflected on difficulties and problems such as: in the work of medical examination and treatment under social insurance (HI), there have been many changes according to the Health Insurance Law, the guiding documents of the inter-ministerial, Ministry of Health, Vietnam Social Security are not timely, not specific, when the medical examination and treatment facility has problems in paying for health insurance treatment costs regarding the prices of some technical services (DVKT) and requests for answers, the Ministry of Health and Vietnam Social Security do not respond in a unified manner.

During the period 2016-2018, the Hospital signed a contract for health insurance with the Social Insurance Agency, with payment method based on service price. Technical services are paid by the hospital to patients according to the price prescribed in Circular No. 37 of the Ministry of Health, but the Social Insurance Agency has not yet paid the hospital such as: surgery, procedures performed by local anesthesia, spinal anesthesia.
Failure to pay the above costs is not in accordance with current regulations, causing many difficulties for medical facilities in ensuring funding for operations.

On that basis, Cua Dong General Hospital proposed to the Ministry of Health and Vietnam Social Security to remove difficulties and obstacles. "The National Assembly should adjust the shortcomings of the Health Insurance Law, change the regulations on how to pay/enjoy health insurance, and provide health insurance drugs" - Chairman of the Board of Directors of Cua Dong General Hospital Nguyen Xuan Kien said.

Concluding the meeting, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien acknowledged and highly appreciated the results of people's health care at Cua Dong General Hospital.
The Deputy Head of the Provincial Delegation of National Assembly Deputies hopes that in the coming time, the hospital will pay attention to attracting and training human resources for the present and the future; prioritize investment in infrastructure and equipment; transfer high technology, link with central hospitals in medical examination and treatment; continue to do a good job in medical examination, treatment and social security;...
Regarding the recommendations and proposals, the Provincial Delegation of National Assembly Deputies will receive and synthesize the recommendations to relevant ministries and branches; at the same time, report to the National Assembly to supplement and amend the Law on Medical Examination and Treatment, the Law on Health Insurance, the Labor Law and sub-law documents to be more suitable to reality.
