Communes in special areas face difficulties in building new rural areas
(Baonghean.vn) - Currently, the construction of villages and hamlets to reach the NTM finish line of Ngoc Lam commune (Thanh Chuong) is facing difficulties due to the implementation of the project to merge villages and hamlets.
On the morning of July 30, the working delegation of the Central Steering Committee for National Target Programs, 2016 - 2020 period, inspected and supervised the implementation of programs in Ngoc Lam and Thanh Linh communes, Thanh Chuong district.
Ngoc Lam is one of two resettlement communes of Ban Ve Hydropower Plant moved from Tuong Duong district to Thanh Chuong in 2009. With the characteristics of a mountainous commune in a remote, isolated, and particularly difficult area of Thanh Chuong district, the poverty rate is high and economic growth is unsustainable.

Implementing Program 135, the face of the new rural area in Ngoc Lam has changed a lot, people have benefited from policy mechanisms, household economy has developed, the employment rate has reached 100%.
Regarding the New Rural Development Program, up to now, Ngoc Lam commune has met 8/19 criteria. Many important criteria have not met the standards, including: Schools, cultural facilities, residential housing, income, employed labor, production forms, education, culture, and environment.
The construction of villages and hamlets to reach the NTM target of the commune is facing difficulties due to the implementation of the project to merge villages and hamlets.

Working with the delegation, representatives of Ngoc Lam commune hoped to receive more attention in training to improve staff capacity, arrange capital allocation from the beginning of the year, and stipulate the time to implement support policies for poor households...
Next, the delegation inspected Thanh Linh commune - the first commune in Thanh Chuong district to meet the NTM standards in 2014. In 2018, the total income of the commune was 231.8 billion VND; the poverty rate in 2018 was 2.19% and in the first 6 months of the year it decreased to 1.024%.
Average income per capita reached 35.83 million VND/year, an increase of 12.2 million VND compared to the time of meeting the NTM standards; the total investment value in building the NTM to date is 107.9 billion VND. The whole commune currently has 9 villages, 4 units maintaining the title of cultural unit, 9 clans achieving the title of cultural clan; 90% of households have achieved the title of cultural family.

The commune has a relatively complete centralized waste treatment site and is currently implementing two projects: the Flower and Tree Planting Project and the Household Waste Collection Project.
Working with the communes, the working group highly appreciated the efforts of the localities in building the new rural areas. The achieved criteria have brought new life to the people as well as changed the face of the countryside in the area. The group also requested that the localities need to demonstrate more clearly the solutions implemented to achieve the above results, thereby continuing to improve and implement well in the coming time.
