Nghia Dan strengthens the political system in special areas

(Baonghean) - In order to strengthen the political system in the special area, one of the tasks that the Standing Committee of Nghia Dan District Party Committee focuses on leading is to increase party members' participation in activities and establish party cells to lead and direct the activities of the hamlet.

Strengthening party members

Located far from the center of Nghia Dan district, Nghia Loc commune has 36.6% of the population following Catholicism. The commune Party Committee implemented Project 01 of the Provincial Party Committee in the condition that there were 3 hamlets without Party cells and no local Party members. In Tan Lap hamlet, a Catholic hamlet with 231 households and 1,051 people, to establish a Party cell, the commune Party Committee established a Party Working Group in the hamlet with the task of helping the hamlet's executive committee, organizations and unions operate effectively and efficiently, especially in building and consolidating the political system, helping people develop the economy. When realizing the effectiveness of the Party Working Group's activities, people in the hamlet wished to establish a Party cell to lead the hamlet's movements. Following this approach, Nghia Loc commune Party Committee increased Party members to establish Party cells in 2 other hamlets that also did not have Party cells and no local Party members, namely Hung Lap hamlet and Trai hamlet.

For Tan Xuan Party Cell, which has 1 local Party member, Nghia Loc Commune Party Committee increased the number of Party members by 2 to establish a Party Cell in the hamlet. In Party Cells with many old and weak Party members, young Party members working far away, the Commune Party Committee focused on directing and improving the leadership capacity of the Party Cell. At the same time, the Party Committee directed the government, the Fatherland Front and political and social organizations to participate in implementing Project 01 in each field, gradually improving the effectiveness of activities in the hamlets.

"Before implementing Project 01, the entire Nghia Dan district had 16 hamlets without a party cell, without party members, or at risk of having no party cell. Nghia Loc commune alone had 8/16 hamlets in this category. The commune Party Committee determined to choose the difficult step first, which was to establish party cells in hamlets without party cells."

The Party Secretary of Nghia Loc Commune also said that during the implementation process, the locality encountered many difficulties, because these are all Catholic hamlets, so propaganda and mobilization work is very difficult. The way the Nghia Loc Commune Party Committee did it was that before establishing the Party cell, the Party Committee established Party Working Groups in these hamlets, increasing the number of experienced, capable, knowledgeable cadres who are close to the people to establish the Party cell. Up to now, all three hamlets have Party cells and are operating effectively. Initially, cadres and people have high trust and consensus with the leadership of the Party cell.

At the Tan Tien Block Party Cell (Nghia Dan Town), 50% of the population is Catholic. The cell has 5 party members, most of whom are old, of whom 1 comrade is exempted from activities. The block is at risk of no longer having a party cell, making it difficult to create a source of successors. Party cell Secretary Nguyen Van Nho shared: At each congress, the cell has a resolution to develop 1-2 party members to inherit the leadership role of the cell in the next stages; especially when there is Project 01 of the Provincial Party Committee, the cell is more determined in the leadership work of developing new party members. Specifically, the cell has assigned the women's association of the hamlet to introduce young members with qualifications and capacity for the cell to introduce to attend the Party sympathy class. In addition, the cell also assigned 2 party members to directly monitor and help outstanding masses to be admitted to the Party.

"Although the implementation is very drastic, the Party development work in the Party cell has not yet met the set requirements, because some people are not really enthusiastic, and some people's educational level has not met the standards."

Local sourcing

Implementing Project 01 of the Provincial Party Committee, Nghia Dan district has 16 Party cells under the project, including 3 hamlets with no Party cells and no local Party members. Creating sources for Party development and developing new Party members in these hamlets is very difficult. Deputy Head of the Organizing Committee of Nghia Dan District Party Committee Nguyen Thi Hoai Van commented: The main reason leading to the difficulty in creating sources for Party development is that some people have not yet realized the meaning of being in the Party's ranks. Some Party committees have not yet taken drastic action, organizations and unions have operated at a slow pace, unevenly, and have not created a breakthrough.

Identifying that limitation, the Standing Committee of Nghia Dan District Party Committee issued a project on building and consolidating the grassroots political system in the special area in conjunction with the implementation of Project 01 of the Provincial Party Committee. Up to now, 3 Party cells have been established by increasing 100% of Party members from other places to live in 3 "white" Party member hamlets to strengthen the Party's leadership in propagating the Party and State's guidelines and policies to the people in a timely manner. At the same time, it also creates conditions for Party cells to enhance discovery and create sources to foster and develop Party members on the spot.

Discussing this issue, Standing Deputy Secretary of Nghia Dan District Party Committee Phan Tien Hai said that the district identified the most important factor as training and developing local party members in hamlets without party cells, without party members, and hamlet blocks at risk of no longer having party cells. To implement this content, first of all, Party committees, organizations, and political-social unions at all levels need to focus on reviewing, discovering and finding qualified sources among active, exemplary, and prestigious union members and members among the masses to have plans to train, educate, and create conditions for them to strive to join the Party.

"In the work of developing party members, we should not pursue quantity but focus on quality, ensure sustainability, and avoid cases where after admission, Party activities are abandoned, leading to a situation where the party cell has no more party members and there is a risk of no longer being a party cell."
