On the morning of August 8, Lieutenant Colonel Nguyen Huu Cuong - Deputy Chief of Vinh City Police, Head of the Investigation Police Agency, announced that he had just decided to prosecute and detain Cao Thi Thanh Vinh to investigate and clarify the act of fraud and property appropriation.
Previously, on May 7, Mr. LVB (born in 1964, residing in Hanh Lam commune, Thanh Chuong district) went to Vinh City Police to report that his family had been scammed by Cao Thi Thanh Vinh (born in 1983, residing in Trung My block, Le Mao ward, Vinh city) with the promise of getting Mr. B's daughter a job at the Nghe An Provincial Police Guest House.

According to Mr. B., knowing that the family was looking for a job for their daughter, Cao Thi Thanh Vinh introduced herself as Cao Thi Dieu Linh, working at the Economic Police Department - Ministry of Public Security, so she was able to find a job for his daughter. Mr. B. trusted her and gave Vinh a total of 235 million VND.
Despite having taken Mr. B's money, Vinh was unable to find a job for his daughter as promised. Suspecting that Vinh had swindled the money, on May 7, Mr. B went to the Vinh City Police to report the matter.
On the morning of May 8, when Vinh was receiving the above amount of money from Mr. B's family, he was caught red-handed by Vinh City Police.
At the police station, Vinh admitted that Mr. B's accusations were true. After that, the Vinh City Police Department issued a decision to prosecute the case and prosecute Cao Thi Thanh Vinh for "Fraudulent appropriation of property". Because Vinh was raising a child under 36 months old, the Investigation Department did not detain her, but instead released her on bail and applied measures prohibiting her from leaving her place of residence.
However, Vinh later fled the area, so the Vinh City Police Department issued a wanted notice and organized forces to arrest him.
After more than 2 months on the run, on July 24, Cao Thi Thanh Vinh was arrested by police while hiding in a local hotel.
Through the investigation and expansion of the case, the Vinh City Police Department has clarified that Cao Thi Thanh Vinh defrauded 4 victims of a total amount of over 400 million VND in the form of applying for jobs.
