The Politburo inspection delegation worked in Nghe An on restructuring the apparatus and streamlining the payroll.

On the morning of August 9, the Politburo's working delegation led by comrade Nguyen Phuoc Loc, Deputy Head of the Central Committee for Mass Mobilization, had a working session with the Provincial Fatherland Front Party Delegation and socio-political organizations on the results of leadership, direction, dissemination and implementation of Resolution No. 26 of the 12th Central Executive Committee on "Focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task".

At the meeting, comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee reported on a number of achievements in the process of reorganizing the apparatus, streamlining the payroll and building a team of cadres at all levels with sufficient qualities, capacity and prestige, equal to the tasks.

Implement Plan No. 111-KH/TURegarding the implementation of the Resolution of the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", in which the Provincial Party Committee of the Fatherland Front was assigned to preside over the construction of 2 models, the Provincial Party Committee of the Fatherland Front coordinated with the Provincial Party Committee's Mass Mobilization Commission to advise the Provincial Party Committee's Standing Committee to issue Plan No. 129-KH/TU and established a delegation to survey the model of a joint advisory agency to assist the Fatherland Front and socio-political organizations at the district level.

Up to now, 8/21 districts, cities and towns have implemented the model of Head of the Mass Mobilization Committee concurrently being Chairman of the Vietnam Fatherland Front Committee.

Nghe An province has 34 types of self-management models in various fields, which are built, directed, guided and deployed by Party committees, sectors, the Fatherland Front and mass organizations in 62,180 self-management groups in village and residential communities.

In the afternoon of the same day, the delegation had a working session with the Office of the Nghe An Provincial Party Committee. At the meeting, Comrade Pham Trong Hoang, Chief of the Office of the Provincial Party Committee, reported on a number of achievements in the process of reorganizing the apparatus, streamlining the payroll and building a team of cadres at all levels with sufficient qualities, capacity and prestige, equal to the task.

The delegation worked with the Office of Nghe An Provincial Party Committee.

As of June 2019, the Provincial Party Committee Office has merged the General Department and the Economic Department into the General Department; the Administrative - Public Reception Department and the Archives Department into the Administrative - Archives Department.

Up to now, the advisory agencies assisting the Provincial Party Committee have completed the organizational arrangement, specifically reducing 9 internal focal points (from 32 departments to 23 departments), of which: The Provincial Party Committee Office reduced 02 departments (from 07 departments to 05 departments); The Provincial Party Committee's Organization Board reduced 02 departments (from 06 departments to 04 departments); The Provincial Party Committee's Propaganda Board reduced 03 departments (from 07 departments to 04 departments); The Provincial Party Committee's Mass Mobilization Board reduced 01 department (from 04 departments to 03 departments); The Provincial Party Committee's Inspection Board reduced 01 department (from 05 departments to 04 departments).

Speaking at the meetings, comrade Nguyen Phuoc Loc, Deputy Head of the Central Mass Mobilization Commission, highly appreciated the seriousness and responsibility of the Party Delegation of the Vietnam Fatherland Front and socio-political organizations of Nghe An province and the Provincial Party Committee Office; at the same time, he noted a number of issues that need attention and review, such as adding more data to the report, analyzing more deeply the completed tasks, the tasks that are behind schedule compared to requirements; adding an assessment of the impact of restructuring the organizational apparatus, streamlining the payroll and restructuring the staff and civil servants.
