On the morning of August 15, the Ministry of Public Security held a ceremony to announce the Prime Minister's decision to appoint a Deputy Minister of Public Security.

Authorized by the Prime Minister, Minister To Lam presented the Prime Minister's Decision to appoint Lieutenant General Luong Tam Quang - Chief of Office of the Ministry of Public Security and Major General Nguyen Duy Ngoc - Director of the Department of Investigation Police on Crimes of Corruption, Economy, and Smuggling, Ministry of Public Security.
On behalf of the Central Public Security Party Committee, Minister To Lam congratulated the two comrades on being honored by the Prime Minister to hold the position of Deputy Minister of Public Security; at the same time, he affirmed that this is an honor and pride for the comrades personally, as well as a joy and pride for the entire People's Public Security force.
The decision to appoint the two comrades to the position of Deputy Minister of Public Security affirms the maturity and development of the People's Public Security force, and at the same time, demonstrates the recognition and appreciation of the Party, State and people for the great contributions of the People's Public Security force and the comrades themselves in the cause of protecting national security and ensuring social order and safety.
Minister To Lam affirmed that Lieutenant General Luong Tam Quang and Major General Nguyen Duy Ngoc are both officers who have received basic training, matured from the grassroots and practical work, have pure moral qualities, a firm ideological stance, have made many contributions to the cause of protecting security and order, building and defending the Fatherland, have been recognized and highly appreciated by the Party, State, Ministry of Public Security and people, have been awarded many noble titles, and are worthy of being leaders and commanders of the People's Public Security force.
Minister To Lam emphasized that in their new positions, the two Deputy Ministers will continue to uphold their sense of responsibility, be excellent leaders and commanders, be role models and reliable supports for officers and soldiers to learn from and follow; unite with the Central Public Security Party Committee and the leadership of the Ministry of Public Security to well implement Uncle Ho's teachings: "We must cultivate revolutionary ethics, be modest, simple, close to the masses and be exemplary in all aspects.
