Mr. Doan Ngoc Hai on the day of his inauguration as Deputy General Director of Saigon Construction Corporation.

Previously, on June 4, Mr. Hai suddenly submitted his resignation a few hours after being appointed Deputy General Director of Saigon Construction Corporation. In his resignation letter, Mr. Hai stated that after receiving the decision to transfer to the new position, he realized that he did not have professional qualifications in the construction industry, which was not suitable for his capacity and professional expertise.

Secretary of the City Party Committee Nguyen Thien Nhan said that Mr. Doan Ngoc Hai submitted a resignation letter from the position of Deputy General Director of Saigon Construction Corporation and the city is handling it in accordance with the law because Mr. Hai is a civil servant and must act in accordance with regulations. In principle, when requesting to resign, one must wait for a decision and while waiting, Mr. Hai must go to work and cannot take a leave of absence.

Mr. Doan Ngoc Hai was born in 1969, from Thanh Tri district, Hanoi. Mr. Hai was Chairman of Cau Ong Lanh Ward People's Committee (District 1), Deputy Head of Economic Department of District 1; Secretary of Cau Ong Lanh Ward Party Committee; Chairman of District 1 Party Committee Inspection Committee.

In February 2017, he personally joined an interdisciplinary team to "take to the streets" to restore order in the city, promising to "retire" if the goal was not achieved. However, 9 months later (November 2017), Mr. Hai submitted his resignation.

Unexpectedly, in May 2018, he withdrew this application. In November 2018, Ho Chi Minh City agreed to accept Mr. Hai's resignation and said that he would be assigned to another suitable job.

Previously, Mr. Doan Ngoc Hai wrote a petition to request to work at the People's Committee of Can Gio district. However, this request was not accepted./.
