The Red River Delta and North Central Coast converge the brightest spots in new rural construction

(Baonghean.vn) - Implementing the National Target Program on new rural construction, the Red River Delta and North Central regions are where the brightest spots of the country converge in recent years, and are the starting point for proposing the Prime Minister to issue new mechanisms and policies.

On the morning of August 17, in Vinh City, Nghe An, the Central Steering Committee for National Target Programs coordinated with the Provincial Party Committee and People's Committee of Nghe An province to organize a conference to review the National Target Program on New Rural Development in the Red River Delta (RD) and North Central Coast (CCR) for the period 2010-2020.

Comrade Vuong Dinh Hue - Member of the Politburo, Deputy Prime Minister, Head of the Central Steering Committee for National Target Programs attended and directed the Conference. Also attending were comrades: Nguyen Xuan Cuong - Member of the Party Central Committee, Minister of Agriculture and Rural Development, Deputy Head of the Central Steering Committee for National Target Programs; Le Dinh Son - Member of the Party Central Committee, Secretary of the Ha Tinh Provincial Party Committee; representatives of agencies of the National Assembly, members of the Central Steering Committee for National Target Programs, along with leaders of the People's Committees, representatives of 17 provinces and cities in the Red River Delta and North Central region (RBD and NTB).

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee.

Convergence of the brightest spots in new rural construction

Implementing the National Target Program on new rural construction, the Red River Delta and Central Highlands regions not only achieved and exceeded the set targets, but the contents of new rural construction have increasingly gone into depth, towards sustainability.

This is also the area that converges the brightest spots in new rural construction in the country in recent years, and is the starting point for proposing the Prime Minister to issue new mechanisms and policies.

Speaking at the opening of the conference, Minister of Agriculture and Rural Development Nguyen Xuan Cuong affirmed that the summary in the Red River Delta and Central Highlands regions is extremely important for the national summary of 10 years of implementing the National Target Program on New Rural Construction in the coming time.

Because this is a very special, very characteristic and very specific region. The whole region has 11 provinces representing the delta region, 6 provinces of the North Central region, and mountainous areas. The whole region also has the largest and smallest provinces in the country, with the capital Hanoi. Therefore, summarizing the whole region will contribute to drawing a general picture of the whole country, contributing to serving the summary of the whole country and proposing tasks and solutions for the period 2021-2025.

By the end of July 2019, the Red River Delta and Central Highlands regions had 2,402/3,474 communes (69.1%) recognized as meeting new rural standards, an increase of 48% compared to the end of 2015, the highest growth rate in the country), much higher than the national standard (50.26%). Since the beginning of 2018, the whole region has no communes below 5 criteria.

The average number of criteria/commune in the whole region reached 17.4 criteria (an increase of 11.5 criteria compared to 2011 and an increase of 2.4 criteria compared to 2015), higher than the national average of 15.26 criteria/commune.

The whole region has 41 district-level units in 13 provinces and cities recognized by the Prime Minister as having completed the task of building new rural areas, accounting for 48.8% of the number of district-level units in countries meeting the standards for completing the task of building new rural areas.

In the region, 12/17 provinces and cities have issued criteria for communes meeting advanced new rural standards; 9/17 provinces and cities have issued criteria for model new rural communes. Many provinces and cities in the region have issued criteria for model new rural residential areas.

Provincial Party Secretary Nguyen Dac Vinh spoke and shared the 5 principles of new rural construction in Nghe An, and affirmed that after 10 years of implementation, the National Target Program on New Rural Construction has brought a new look and new vitality to rural areas in Nghe An.

To date, Nghe An has had 3 district-level units meeting the New Rural standards; 226/431 communes meeting the New Rural standards, including 4 communes in poor district 30a, 2 border communes and 30 communes with a large number of ethnic minorities. The average number of criteria in the whole province is 15.64 criteria/commune; 667 villages/hamlets meeting the New Rural standards according to the province's criteria.

Since 2015, Nghe An has selected 3 communes: Kim Lien (Nam Dan district), Son Thanh (Yen Thanh district) and Quynh Doi (Quynh Luu district) to focus on piloting the construction of model New Rural communes. In 2019, Nam Dan district was selected by the Central Steering Committee as one of 4 districts nationwide to pilot the construction of model New Rural areas in the direction of developing culture associated with tourism.

At the conference, delegates listened to the summary of 10 years of implementing the National Target Program on New Rural Construction in the Red River Delta and Central Highlands; proposed orientations and solutions to focus on implementation in the period after 2020; reported the results of research and surveys on the practice of new rural construction in the whole region and recommended some orientations after 2020.

Delegates representing ministries, sectors, provinces and cities also gave speeches to share experiences and recommendations in the process of building new rural areas. In particular, the representative of Nam Dan district presented a speech on the initial assessment of the effectiveness of the implementation of the Project to build Nam Dan district, Nghe An province to become a model new rural district in the direction of developing culture associated with tourism in the period of 2018 - 2025.

Don't be complacent or complacent.

Continuing to thoroughly grasp the viewpoint that "agriculture, farmers, and rural areas are strategic; new rural areas are fundamental; restructuring the agricultural sector is key; farmers are the main subjects", the goal is that by 2025, the Red River Delta and Central Highlands regions will have at least 8/17 provinces and cities recognized by the Prime Minister as having completed the task of building new rural areas.

The Red River Delta region has at least 60% of district-level units meeting the standards/completing the task of building new rural areas; the Central Highlands region has at least 30% of district-level units meeting the standards/completing the task of building new rural areas.

The whole region has at least 9 model new rural districts. In addition, the whole region has 85% of communes meeting new rural standards and about 7.5% of communes meeting model new rural standards....

In his concluding remarks and directing the conference, Deputy Prime Minister Vuong Dinh Hue acknowledged the impressive and comprehensive results of new rural construction in the Red River Delta and the Central Highlands. The Red River Delta ranked first in the new rural construction speed, and the Central Highlands ranked third nationwide.

New rural areas have had a positive impact on the production and labor structure in rural areas, contributing to improving people's material and spiritual lives and promoting poverty reduction.

Through the regional summary conference, Deputy Prime Minister Vuong Dinh Hue requested each locality in the region to review and compare with the summary results of the whole region, of other provinces, districts and communes to promote the achieved results and overcome the backlog.

In particular, provinces must evaluate and promote the viewpoint of taking people as the main subject, but must not mobilize people's strength beyond their capacity, but must be voluntary and in accordance with the people's wishes; at the same time, propose other mechanisms to mobilize resources for new rural construction.

The Deputy Prime Minister also noted that each province, district and commune must continue to strive to achieve the highest results in new rural construction in 2020, without being complacent or complacent; at the same time, it is necessary to pay attention to the work of reviewing, assessing and recognizing new rural standards in the spirit of not chasing after achievements but focusing on substance. The measurement of the results achieved is the level of satisfaction of the people.

The Ministry of Agriculture and Rural Development, based on the summary of each region, will prepare well for the development of criteria and mechanisms for new rural construction in the next phase, such as: common goals for the whole country and each region; criteria; inspection, monitoring and evaluation mechanisms; incentive and reward mechanisms, etc.

The Red River Delta and Central Highlands regions include the capital Hanoi and 16 provinces and cities, with a total area of ​​72,371.4 km2(accounting for 21.85% of the country's area), population of about 31,685,300 people (accounting for 34.18% of the country's population, 2017).
