On the morning of August 23, at the regular meeting of August, the Provincial People's Committee listened to and gave opinions on the Plan for allocating medium-term reserve capital for 2016-2020 of the National Target Program on New Rural Construction. According to Decision No. 1291/QD-TTg dated August 29, 2017 of the Prime Minister and Decision No. 1178/QD-BKHDT dated August 29, 2017 of the Ministry of Planning and Investment, the medium-term reserve capital for the 2016 - 2020 National Target Program on New Rural Construction in Nghe An province is 220.85 billion VND.

Accordingly, the proposed capital allocation for the implementation of the pilot project to build Nam Dan district, Nghe An province into a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025 according to Decision No. 17/QD-TTg dated January 4, 2019 of the Prime Minister is 108 billion VND.

Capital allocated for the New Rural Construction Project in 27 communes in the border area of ​​Nghe An province according to Decision No. 61/QD-TTg dated January 12, 2018 of the Prime Minister and support for villages and hamlets of extremely disadvantaged communes according to Decision No. 1385/QD-TTg dated October 21, 2018 of the Prime Minister with the proposed capital allocation of 96.85 billion VND.

Accordingly, the norms used as the basis for calculating the support amount include: Average support of 3.2 billion VND/border commune without villages or hamlets eligible for support; average support of 45.43 million VND/village or hamlet.

In addition, this reserve fund is proposed to allocate 16 billion VND to support cooperative development.

At the meeting, the People's Committee approved the Medium-term Reserve Capital Allocation Plan for the 2016-2020 National Target Program on New Rural Construction submitted by the Department of Planning and Investment.

However, the Chairman of the Provincial People's Committee requested that when reviewing the list of projects in localities eligible for allocation from the above capital source, it is necessary to select a list of projects associated with calculating the total investment amount sufficient to complete the implementation; it must not be implemented in a scattered manner.
