Provincial Party Secretary: Need to have a new, scientific approach in drafting documents for the Provincial Party Congress
(Baonghean.vn) - Clearly defining new, scientific viewpoints and approaches in drafting documents for the 19th Provincial Party Congress is the key content directed by Provincial Party Secretary Nguyen Dac Vinh at the meeting of the Provincial Party Standing Committee on the morning of August 29.
Under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Provincial Party Committee Standing Committee held a regular meeting in August 2019. Delegates listened to and commented on the draft of the preliminary outline of the Political Report of the 19th Provincial Party Congress, term 2020 - 2025.

Expected 5 groups with 26 main targets
At the meeting, the representative of the Provincial Party Committee Office presented the draft outline of the Political Report of the 19th Nghe An Provincial Party Congress. Accordingly, the report will be gradually built and completed from now until October 2020.
Regarding the process, implementing the direction of the Provincial Party Standing Committee, the Provincial Party Office coordinated with the Department of Planning and Investment to develop a preliminary outline of the Political Report of the 19th Provincial Party Congress. The Provincial Party Secretary, Head of the Document Subcommittee, directly listened to and gave instructions on the development of the Outline three times.

Regarding the theme of the 19th Provincial Party Congress, Instruction 22-HD/VPTW, dated March 22, 2017 of the Central Party Office clearly stated: "The theme of the congress must be determined and the theme of the congress must be used as the name of the political report. The theme of the congress must be short, concise, highly general, focusing on highlighting the most important elements, the biggest orientations, guiding the ideology and actions of the entire Party Committee and the entire people; the development goals and motivations of the Party Committee; clearly affirming the determination of the entire Party Committee, the entire army and the entire people in the coming term".
Regarding the structure of the outline of the Political Report, the first part is an assessment of the situation and results of the implementation of the Resolution of the 18th Provincial Party Congress in the fields of economy, culture, society, national defense, security, Party building, political system building and topics of the Resolution of the 18th Provincial Party Congress.
The second part sets out the main directions, tasks and solutions for the 2020-2025 term. The political report also needs to highlight the outstanding achievements of the Provincial Party Committee during the term, and at the same time have an objective assessment of the limitations and weaknesses in all areas. Along with that, it is necessary to propose lessons on promoting internal strength, attracting external strength; lessons on leadership and direction of Party committees at all levels, on management and operation of the government...
The report outline is expected to identify 5 groups with 26 main targets for the 2020-2025 term. These are the economic target group, the socio-cultural target group, the environmental target group, the national defense and security target group, and the Party building and political system target group.

Speaking at the meeting, the members of the Provincial Party Standing Committee made many comments on the draft outline of the Political Report. They clarified a number of issues regarding the content as well as the structure and form of the report outline.
The report outline should present compelling, vivid arguments.
Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed that the outline of the Political Report of the 19th Provincial Party Congress was formed on the basis of the direction and guidance of the Central Committee and inherited the Political Report of the 18th Provincial Party Congress.
The report outline needs to go from arguments to evidence, from evidence to practical summary. To complete the report, in addition to the efforts of the subcommittee members, the drafting committee, and the editorial team, the Provincial Party Committee will order experts to conduct research and surveys, organize conferences and workshops to evaluate and supplement the draft report outline.

Affirming that the Political Report is a practical summary of utmost importance during the entire 5-year congress term, the Provincial Party Secretary emphasized that the drafting and review of the report outline must have a comprehensive view, not lacking but also not duplicating.
For example, the assessment of human resource education and training in the report does not stop at assessing how many schools there are, how many excellent students are trained, how many students have jobs after graduation... Above all, it is necessary to have an objective and open approach.
That is how much labor the province's education and training has provided according to market demand; how much is in the province, how much is outside the province; how many workers work in state agencies, in enterprises; what is the quality of human resources?
Giving another example of completing the political report, the Provincial Party Secretary mentioned the viewpoint of infrastructure investment. In which, he emphasized that there must be an accurate assessment of how social infrastructure investment will impact and promote the socio-economic development of the province.
Regarding the Party building work, Provincial Party Secretary Nguyen Dac Vinh requested members of the drafting committee and editorial team to coordinate closely to have thorough investment in both theory and practice. Based on summarizing practices, propose solutions suitable to the development trend.
In particular, the editorial and drafting team needs to note that the drafting of documents needs to demonstrate a new, scientific, lively, and attractive approach, and must present arguments and issues that attract the attention and discussion of the components before officially agreeing to approve them.
According to the direction of the Provincial Party Secretary, by mid-September 2019, the outline of the Political Report will continue to be submitted for comments and completion.
Also in the morning meeting on August 29, the Provincial Party Standing Committee listened to and agreed on the policy of converting the purpose of using forests and forestry land to plan the raw material area for exploiting land to level the ground of the WHA Industrial Zone 1 Industrial Park Project and the investment policy of the An Hung Garment Factory project in Cong Thanh commune, Yen Thanh district.
