Disciplinary review of Director of Department of Quality Management Mai Van Trinh and 12 officials of the Ministry of Education and Training

Mr. Mai Van Trinh was one of the people involved in handling negative examinations, and was on the list of 13 officials of the Ministry of Education and Training being considered for disciplinary action.

Along with Mr. Mai Van Trinh, there were also a number of leaders and officials from the Department of Education Quality Management, Director of the Department of Information Technology, Director of the Department of Legislation, Director of the Department of Secondary Education, Chief Inspector of the Ministry of Education and Training and many other department and division leaders.

In the document announcing the consideration of disciplinary action against civil servants by the Ministry of Education and Training, the ministry identified that the cheating violations in the three localities of Ha Giang, Hoa Binh, and Son La had shortcomings in the work of developing, issuing documents and directing the organization of the exam, training and dissemination of exam regulations, organizing multiple-choice test scoring, and inspection, control and supervision.

Pursuant to the provisions of Clause 1, Article 3 and Clause 2, Article 6 of Decree No. 34/2011/ND-CP dated May 17, 2011 of the Government regulating disciplinary action against civil servants, the Minister of Education and Training announces the consideration of disciplinary action against 13 civil servants and officials of departments, offices, and Inspectorate of the Ministry of Education and Training.

The time of violation is June 2018. The time of discovery of the violation is July 29, 2019. The time limit for disciplinary action is prescribed in Article 7 of Decree 34/2011/ND-CP.

Previously, when the 2018 exam cheating scandal was discovered, Mr. Mai Van Trinh was the head of the working groups of the Ministry of Education and Training in coordination with security agencies and localities to handle the consequences of the cheating scandal.

Some officials and leaders on the disciplinary review list also directly participated in inspection teams to handle exam fraud in July and August 2018.

Along with Mr. Mai Van Trinh, the list of people being considered for disciplinary action includes a number of other department and bureau leaders, including Mr. Nguyen Son Hai, Director of the Department of Information Technology; Ms. Le Thi Kim Dung, Director of the Department of Legal Affairs; Mr. Vu Dinh Chuan, Director of the Department of Secondary Education; Mr. Nguyen Huy Bang, Chief Inspector; Mr. Tong Duy Hien, Deputy Chief Inspector; Mr. Sai Cong Hong, Deputy Director of the Department of Quality Management...
