Former police lieutenant Nguyen Thi Vung and defendant Nguyen Thi Van planned to put drugs in the car to harm Van's lover, Nguyen Van Thien.

The Hanoi City Police Investigation Agency has just decided to prosecute the defendant Nguyen Thi Vung (born 1978, Tay Ho, Hanoi) for two crimes of Illegal possession of narcotics (Clause 2, Article 249) and Slander (Clause 2, Article 156) of the Penal Code.

According to the conclusion of the investigation agency, defendant Vung was the one who arranged the plan for Nguyen Thi Van (37 years old, residing in Nhat Tan, Hanoi) to put drugs in the car of her lover, Nguyen Van Thien (44 years old, Tay Ho, Hanoi) with the purpose of slandering and sending Thien to prison.

Specifically, during the time Van and Mr. Thien lived together, many conflicts arose over money, and due to jealousy, Van sought to harm Mr. Thien. To do this, Van met Vung and asked, if she could buy drugs and put them in the car, then secretly report them to the police, would that be okay? Vung replied, "Okay."

Van agreed that if Vung cooperated in putting Thien in jail, she would pay him 1 billion VND. Then, Van proactively transferred 200 million VND in advance as a deposit.

On October 28, 2016, Vung sent someone to bring drugs to Van. There were 7 grams of heroin in total. Vung told Van, "If we get caught with just 2 grams, we're dead." Van listened and secretly put drugs in Thien's car. That evening, Thien drove with Van to meet a customer when the Hanoi City Police stopped the car for inspection.

When he discovered the drugs, Mr. Thien was surprised and said, "Why did you put drugs in my car?", not suspecting Van.

After that, the authorities could not prove that Thien had committed the crime. Thien returned home and began to suspect Van and look for evidence. On the surface, he still appeared happy as usual, but inside, Thien secretly searched for evidence from Van. Some phone calls and Zalo messages between Van and Vung were discovered by Thien. Thien brought this evidence to the police.

Through investigation, the authorities have verified the criminal acts of Van and Vung. The investigation conclusion stated: "Nguyen Thi Vung herself is a former police officer, a Party member, with basic training, and has worked in the Drug Crime Investigation Police Force. Vung is a person who understands the law, knows the nature and seriousness of the crime, but when Van informed her of her intention to commit the crime, she did not stop her, but instead, out of selfish motives, actively helped Van put drugs in Thien's car."

Defendant Nguyen Thi Vung was disciplined by being stripped of her military rank and temporarily detained for two acts of illegal possession of drugs and slander./.
