(Baonghean.vn) - Based on the practice at the grassroots level, contributing to the Draft Election Regulations in the Party, Head of the Organization Committee of Nghe An Provincial Party Committee Ho Phuc Hop said that it is necessary to have flexible regulations on arranging the time to set the opening date of Party congresses at all levels.

On the morning of September 6, the Central Organizing Committee held an online conference to collect comments on the Draft Submission, the Summary Report on the Implementation of the Party Election Regulations and the Draft New Election Regulations. Promote Party discipline and order

The Party Election Regulations (hereinafter referred to as the Regulations) were issued by the Party Central Committee on June 9, 2014 in Decision No. 244-QD/TW. This is an extremely important document for Party committees and organizations from the Central to the Party cells to implement, ensuring the promotion of democracy, strengthening concentration, and at the same time upholding Party discipline and order.

After 5 years of implementation, the Regulations have basically met the requirements of the Party's election work in the new situation. The application of the Regulations' provisions has contributed to the success of congresses and conferences implementing the cadre process at all levels in the 2015-2020 term.

The right to run for election of party members and delegates is promoted and ensured to be feasible through specific guidance on the process and procedures for running for election. At the party congresses at all levels leading up to the 12th Party Congress, there have been 15 party congresses with delegates running for election at the grassroots and provincial level (including Nghe An).

The nomination rights of party members are guaranteed, with 27 provinces and centrally-run cities and at the 12th National Congress of the Party, there were nominations of delegates at the congress (including Nghe An).

In particular, at the first meeting of the 12th Central Executive Committee, there was one comrade who was not introduced by the 11th Central Executive Committee, but was introduced to be elected to the Politburo and was elected.

In addition, the implementation of the Regulations still has some limitations and shortcomings. In some party organizations, there are few official party members and they cannot establish a vote counting committee as prescribed. The regulation on the balance in the election list with the number of people to be elected from 1-2 is often not implemented by the Party committees at all levels. There is a phenomenon of taking advantage of democracy to campaign for nominations to the election list at the congress. In some places, fraud occurred in the vote counting, and the election results were distorted.

There are still cases of nominating people who do not meet the standards and conditions, and there are even cases of nominating people whose background, qualities, and ability to complete the task are not certain, but they are not responsible for their nomination. In some places, the organization and management of the first conference still encountered difficulties and confusion...

Modify to suit the situation

At the conference, Party committees and organizations proposed to amend some contents of the Regulations to make them more suitable to reality. The comments suggested that it is necessary to adjust some words and phrases and rephrase or add some contents to make them easier to understand and clearer, while helping to improve the quality of personnel participating in Party committees and enhance the responsibilities and obligations of nominators; to ensure fairness in the candidacy and nomination of Party committees and nominations of individual delegates and Party members attending congresses and conferences; to overcome the difficulties of current regulations in the election list of less than 5 people; to add a new article regulating the responsibilities of Party committee secretaries and heads of Party committee organizing committees at the level that convene congresses...

Commenting on related contents, representative of Nghe An bridge, Head of the Provincial Party Committee's Organization Board Ho Phuc Hop agreed with the statements of the localities, proposing to amend and supplement Article 4 of the Regulations regulating the tasks of the Party Committee convening the congress, accordingly, depending on the level of the congress, to arrange the time to set the opening date of the congress, instead of requiring the decision and announcement of the opening time of the congress 30 working days in advance.

"At the grassroots level, the opening date is usually set after the congress is approved, so we suggest that there should be regulations for different district levels, different grassroots levels, and different provincial levels for easy application," he said.

In addition, the Organizing Committee of Nghe An Provincial Party Committee proposed to add the content of "conducting the Congress to vote to introduce the Party Committee Secretary from among those who have just been elected to the new Party Executive Committee, except for places where the Party Committee Secretary is directly elected" to the Draft Regulations to be consistent with the content in Section 3.6, Directive 35-CT/TW of the Politburo on Party Congresses at all levels towards the 13th National Congress of the Party.

Concluding the conference, Deputy Head of the Central Organizing Committee Mai Van Chinh highly appreciated the accurate, frank and enthusiastic opinions at the conference, and at the same time requested the editorial team to absorb and refine to complete the summary report, submission as well as the draft of new regulations, to soon submit to the Central Executive Committee, in time to serve the Party congress from the grassroots level and above in early 2020.
