Vinh City will deploy 33 projects towards smart urban areas.

(Baonghean.vn) - Implementing Notice No. 55-TB/TW dated April 20, 2019 of the Politburo, Vinh city is determined to become a modern smart city. Towards this goal, in the coming time, Vinh city will implement 33 key projects.

On the morning of September 6, the People's Committee of Nghe An province held a press conference to provide information about the conference to implement the contents of Notice No. 55-TB/TW dated April 20, 2019 of the Politburo on the development of Vinh city.

Comrades Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, Tran Ngoc Tu - Chairman of the Vinh City People's Committee, Nguyen Ba Hao - Deputy Director of the Department of Information and Communications of Nghe An chaired the press conference. Attending the press conference were representatives of departments, branches and sectors in the province; representatives of central and local news agencies and press.

Many targets were not met.

On December 29, 2015, the Prime Minister issued Decision No. 2468/QD-TTG approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2020 in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province by 2020.

After more than 3 years of implementing Decision 2468/QD-TTg, Vinh city has made progress and achieved remarkable results. However, these results are not commensurate with the potential and set goals. Vinh city still lacks many conditions to be worthy of its role as an integration and development center in many fields of the North Central region.

Economic growth rate is not high (average growth rate in the period 2016-2018 reached 8.54%, target is 12.5-13.5%). Average income per capita is still far from the target (average income in 2018 was 84.5 million VND/person/year, target is 141.7 million VND/person/year). Budget revenue is not sustainable.

Vinh City has not had a breakthrough compared to other cities in the North Central region, especially in regional connectivity and high-quality human resource training; there are no typical tourism products commensurate with its position and creating a highlight to attract tourists; investment in science and technology development is still low, and the contribution of science and technology to socio-economic development is still simple and small-scale.

Vinh city's urban infrastructure system lacks synchronization. Urban space is slow to expand. Local flooding, traffic congestion, and environmental issues have not been thoroughly resolved. Resources for large, innovative projects are still very limited. Urban planning and land management are not strict and effective.

At the press conference, representatives of press agencies gave their comments so that the Conference on implementing the contents of Notice No. 55-TB/TW dated April 20, 2019 of the Politburo on the development of Vinh city, taking place on September 8, would be a great success.

Accordingly, to become a smart, modern city, Vinh city needs to pay attention to solving the problem of development investment resources (which has long relied mainly on land use fees). Second, the city needs to do a good job of planning traffic infrastructure and urban planning, which is causing frustration today.

Taking note of the comments, the conference chair also informed about some solutions to increase revenue and manage planning in the coming time. Chairman of Vinh City People's Committee Tran Ngoc Tu said: Currently, the city's land revenue and regular revenue have a ratio of 50-50. To increase regular revenue, the city will promote administrative reform, create a favorable environment for production and business for 6,229 enterprises in the area; promote and create momentum for startups for more than 22,000 individual business households in the city to develop into enterprises.

Regarding urban planning, the city has been and will coordinate well with departments and branches to strictly implement regulations and commitments in urban construction, and take measures to strictly handle violations. The city implements a population dispersion strategy to overcome traffic congestion and local flooding. The city encourages large investors to build modern urban areas to change the face of the locality; focuses on calling for, attracting, and socializing the construction of parks, increasing the density of trees, and ensuring the urban environment...

Currently, Vinh city is calling for investors to build a large ecological urban area of ​​85 hectares in Nghi An commune; researching the granting of licenses to contractors to have a basis to solve the problem of avoiding loss of construction tax.

Vice Chairman of the Provincial People's Committee Le Ngoc Hoa also provided additional information on the planning for the development of Vinh International Airport; the planning of the inland port system; the planning for the city's expansion in the Southeast direction along the Lam River and towards the West, close to Hung Nguyen; the planning of subdivisions on the Vinh - Cua Lo boulevard axis... Cooperation with units building smart cities.

At the press conference, representatives of Nghe An province and Vinh city leaders presented key tasks and solutions to develop Vinh city into the center of the North Central region. Accordingly: Vinh city will continue to promote development in finance, credit, banking, insurance, trade, tourism, science and technology, information technology, high technology, health care, education and training, culture and sports.

Regarding the development of transport infrastructure, the city focuses on accelerating the implementation of projects: North-South Expressway section through Nghe An province; Terminal T2 - Vinh International Airport; Nghi Son - Cua Lo coastal road; upgrading and expanding Provincial Road 535 (Vinh - Cua Hoi road), National Highway 46 (Vinh - Nam Dan)... Along with that is the construction of wastewater systems, underground power lines, lighting systems, construction of parking lots, pedestrian bridges, and overpasses.

Implementing the Notice No. 55-TB/TW dated April 20, 2019 of the Politburo, Vinh city is determined to become a modern smart city. To achieve this goal, Vinh city will implement 33 projects, of which 8 projects will use state budget capital, including: 1 project in the field of science and technology, 6 projects in infrastructure - urban embellishment, 1 project in the field of culture.

25 projects calling for investment include: 7 projects in the field of infrastructure - urban beautification, 2 projects in the field of tourism, 4 projects in the field of culture and sports, 6 projects in the field of economy, 4 projects in real estate and 2 projects in agriculture.

In this conference on September 8, 2019, there will be participation of investors.
