Nghe An supports 5 billion VND for winter crop production on double-rice land
(Baonghean.vn) - Provinces continue to implement appropriate policies to support people in effective winter crop production, based on the application of high technology... That is the direction of the Deputy Minister of Agriculture and Rural Development at the Conference to evaluate the results of winter crop production in 2018 and deploy the winter crop plan in 2019 in the Northern provinces.
On the morning of September 12, the Ministry of Agriculture and Rural Development coordinated with the People's Committee of Nghe An province to organize a conference to evaluate the results of the 2018 winter crop production and deploy the 2019 plan for the northern provinces. Comrades: Le Quoc Doanh - Deputy Minister of Agriculture and Rural Development;Dinh Viet Hong - Vice Chairman of the Provincial People's Committee co-chaired the conference. Attending were representatives of Departments and Divisions under the Ministry of Agriculture and Rural Development; Leaders of the Agricultural sector of 28 Northern provinces.

Production target of 400 thousand hectares in winter crop 2019
In the 2018 winter crop, many localities in the Northern provinces focused on developing towards increasing value and sustainable development. Many models of crop conversion, chain production linkage, and safe vegetable production according to VietGAP standards continued to be maintained and expanded.
The total crop area reached over 484 thousand hectares, a decrease of nearly 4 thousand hectares compared to 2017; however, the total value reached 27 thousand billion VND, an increase of over 1 thousand billion VND compared to 2017.

Based on the analysis and assessment of the difficulties and unfavorable weather conditions due to the impact of climate change; unstable input material prices for production; shortage of agricultural labor, etc., the Ministry of Agriculture and Rural Development requires the northern provinces to continue to focus on shifting the structure of crops to be reasonable and have commodity value. Promote vegetable production in planned areas, concentrated production to ensure food safety and hygiene associated with processing, and have a stable output market.
The target that the Ministry of Agriculture and Rural Development requires the Northern provinces to reach is 400 thousand hectares, an increase of 15 thousand hectares compared to 2018, the total value strives to reach 30 thousand billion VND, the average production value reaches 75 million/ha.

Support 5 billion VND for winter crop production
In Nghe An alone, over 33,000 hectares of various crops will continue to be planted, with a value of 2,500 billion VND. Nghe An identified that, in addition to some advantages in farmers' awareness and production experience; some businesses linking to consume products..., this year's winter crop faces some difficulties: The climate is complex and unpredictable, greatly affected by storms and floods; The organization and direction of winter crop production in some localities is not resolute, affecting the completion of the set plan targets; The efficiency of winter crop production in many places is still low; the output for winter crop products is unstable; the winter crop production workforce is increasingly aging...

This year, Nghe An continues to implement the policy of supporting farmers in winter crop production. In addition to the old support policy according to Resolution 14 and the New Rural Development Program, this year, the Provincial People's Committee decided to allocate 5 billion VND to support farmers in producing corn and vegetables on double-rice land and genetically modified corn varieties.
In addition, localities also have other support policies.
At the conference, many presentations shared experiences in successful winter crop production, bringing high efficiency from some localities: Nghe An, Thanh Hoa, Son La... Departments of Crop Production, Irrigation, Plant Protection and some businesses associated with farmers to consume winter crop products.
Speaking at the Conference, Mr. Le Quoc Doanh - Deputy Minister of Agriculture and Rural Development praised the efforts of localities in the 2018 winter crop for their strong direction to achieve many high achievements, especially the value of winter crop products was raised. The 2019 winter crop production task is quite heavy, therefore, the Deputy Minister of Agriculture and Rural Development requested the provinces to continue implementing appropriate policies, supporting people to produce winter crops effectively, on the basis of applying high technology.
Appropriate support is needed to build models with crop varieties that can adapt to increasingly extreme weather and effectively prevent pests and diseases; support cooperative economic models and production cooperatives in the form of chain linkages, ensuring sustainable output. In addition, localities need to pay attention to plant protection, especially the fall armyworm that damages corn plants./.
