On the afternoon of September 11, continuing the 37th Session, the National Assembly Standing Committee gave opinions on the Government's work report on handling complaints and denunciations (KN, TC) in 2019.
The situation of citizens' complaints and denunciations remains complicated.
According to the Government Inspector General Le Minh Khai: Compared to 2018, the total number of petitions of all kinds decreased by 7%, the number of complaints and denunciations under the jurisdiction of state administrative agencies decreased by 3%, the number of large groups decreased by 0.6%. However, the number of citizens coming to state agencies to complain, denunciation, and make recommendations increased by 4.3%. The rate of resolving complaints and denunciations was high at 85.4% (the target is 85%).
The quality of complaint and denunciation settlement has seen positive changes, both in terms of order, procedures and content. Dialogue in complaint and denunciation settlement has received attention and been conducted openly and democratically; many cases have been resolved, ensuring the legitimate rights and interests of citizens...
However, according to the Government's assessment, citizens' complaints and denunciations are still complicated, in which some areas have the potential to become "hot spots": Environment; related to agricultural and forestry land; related to the rights of home buyers in some illegal projects, houses in resorts...
“Notably, a number of complaints and denunciations related to land, investment in the construction of urban areas and industrial parks are large-scale, but the consideration and settlement of the rights of those whose land has been revoked has not been thorough and timely, so they continue to occur very fiercely, typically the complaints and denunciations of citizens of the Thu Thiem Urban Area, Ho Chi Minh City,” said the Inspector General.
Emphasizing that in the coming time, especially during the time of important political events of the country such as the sessions of the Central Committee, the National Assembly, and Party Congresses at all levels leading up to the 13th National Party Congress, the situation of complaints and denunciations will continue to be complicated, the Inspector General said that the task in the coming time is to focus on seriously implementing the direction of the Prime Minister and the Government Inspectorate's Plan on coordinating citizen reception to serve the Party Congresses at all levels and the 13th National Party Congress.
Promoting the responsibility of leaders in receiving citizens
Reviewing the report, agreeing with the Government's report on the complicated situation of citizens' complaints and denunciations in 2019, Chairman of the National Assembly's Law Committee Nguyen Khac Dinh requested the Government to specifically assess and analyze more deeply the quality, effectiveness, as well as the responsibility of heads of sectors and levels in organizing citizen reception, organizing dialogue in citizen reception and linking citizen reception with resolving complaints and denunciations.
"It is necessary to clearly indicate which heads of sectors and levels do not directly implement the regulations on receiving citizens, and authorize their deputies to periodically receive citizens in order to take strict measures against those who do not comply in order to put this work in order, limit complaints and denunciations that go beyond the level, causing frustration and prolongation," said Mr. Dinh.
Head of the People's Aspiration Committee Nguyen Thanh Hai said that through monitoring and feedback from voters, it was found that the arrangement of officials to regularly receive citizens did not ensure quality. Citing that there were districts where officials receiving citizens did not understand the law, which directly affected the quality of work handling, Ms. Hai suggested that it is necessary to pay attention, continue to review, and arrange a team of officials and civil servants with capacity, professional qualifications, and a high sense of responsibility to directly receive citizens and resolve complaints and denunciations.
Chairwoman of the National Assembly's Judicial Committee Le Thi Nga pointed out: Reported data shows that there are provinces with 3 Department Directors and 1 Tax Department Director who have not received citizens for a single day in 5 consecutive years. On that basis, it is recommended to strengthen inspection and examination of citizen reception, complaint and denunciation settlement, especially the responsibility of leaders; strictly and promptly handle officials and civil servants who violate or lack responsibility.
Some opinions say that it is necessary to overcome one of the causes of current complaints and denunciations, which is the inconsistent handling and resolution between competent authorities at all levels regarding complaints about compensation and support when reclaiming land.../.
