Nghe An establishes 4 subcommittees for the 19th Provincial Party Congress.

The conference heard and gave opinions on the plan for rearranging and merging commune-level administrative units in Nghe An province, giai đoạn 2019 - 2021; gave opinions on the establishment of subcommittees for the 19th Provincial Party Congress, term 2020 - 2025; and summarized the work of Party building and implementation of the Party Charter during the 12th Party Congress term.

According to the Project on rearranging and merging commune-level administrative units in Nghe An province, giai đoạn 2019 - 2021, the total number of commune-level administrative units in the province undergoing rearrangement and merger in 2019 was 36 units (16 units to be merged with 20 adjacent units) to form 16 new commune-level administrative units, reducing the number by 20 units.
Specifically, there are 9 districts where communes need to be reorganized or merged, including: Que Phong, Tuong Duong, Thanh Chuong, Dien Chau, Nghi Loc, Nam Dan, Thai Hoa town, Nghia Dan, and Hung Nguyen.
Following the reorganization and merger, Nghe An province reduced its number of commune-level administrative units from 480 to 460 (411 communes, 32 wards, and 17 towns).
At the conference, Provincial Party Secretary Nguyen Dac Vinh directed: Regarding personnel work, the Provincial Party Organization Department is tasked with arranging personnel according to hierarchical levels, with options considered in accordance with central regulations and the actual conditions and context.
Nine districts with commune-level administrative units subject to merger are tasked with developing detailed plans for the arrangement and placement of surplus officials, with an implementation roadmap spanning five years.
The first priority is to organize and assign personnel within the system; early retirement must also be based on specific criteria and conditions.
Regarding infrastructure, each commune has traditionally had its own headquarters; the merger must be carefully considered to avoid wasting infrastructure resources.

Earlier that morning, at a meeting of the Provincial Party Standing Committee, delegates also gave their opinions and agreed on related issues.

Provincial Party Secretary: A specific plan is needed for redundant staff after the merger.
(Baonghean.vn) - During the implementation of the plan to merge commune-level administrative units, the Secretary of the Nghe An Provincial Party Committee, Nguyen Dac Vinh, requested that redundant officials be dealt with through a specific plan, initially for the 9 districts with merged commune-level administrative units, and in the long term for other localities.

Next, the conference heard a presentation from the representative of the Provincial Party Committee's Organizing Committee on the establishment of subcommittees for the 19th Provincial Party Congress, term 2020-2025.

Based on the decisions to establish subcommittees for the 13th National Congress of the Party and the actual situation, the Standing Committee of the Provincial Party Committee proposes the establishment of 4 subcommittees.
The Document Subcommittee consists of 36 members, with the Provincial Party Secretary serving as the Subcommittee Chairman; the Deputy Provincial Party Secretaries serving as Vice-Chairmen; also participating are members of the Provincial Party Standing Committee, two Vice-Chairmen of the Provincial People's Committee (responsible for culture and social affairs and agriculture); the Chief of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee Offices; and directors of several departments and agencies… The Standing Committee of the Document Subcommittee consists of 13 members.
The Congress Personnel Subcommittee consists of 6 members; the Congress Organizing and Service Subcommittee consists of 19 members; and the Congress Propaganda Subcommittee consists of 22 members.

The contents received strong support from the members of the Provincial Party Committee. At the meeting, the Provincial Party Secretary also agreed with the proposal to: add the Director of the Department of Information and Communications and the Principal of the Provincial Political School to the Document Subcommittee; and appoint Nghe An Newspaper and Nghe An Radio and Television Station to simultaneously participate in the Propaganda Subcommittee and the Organizing Subcommittee for the Congress.
