This was noted by Chairman of Nghe An Provincial People's Committee Thai Thanh Quy to departments, branches and localities at the online conference of the third quarter of 2019.

Attending the conference were members of the Provincial Party Committee: Cao Thi Hien - Vice Chairwoman of the Provincial People's Council; Nguyen Nam Dinh - Secretary of the Provincial Party Committee of Provincial Agencies and comrade Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation.
The meeting aimed to listen to and give opinions on many important contents. In particular, it focused on evaluating the results of the implementation of tasks in the first 9 months of the year and the last 3 months of the year in the following areas: socio-economics; implementation of the basic construction investment plan; state budget revenue and expenditure estimates; administrative reform work...
Budget revenue reached over 11,000 billion VND
According to the report of the Provincial People's Committee, the total product in the province (GRDP) in the first 9 months of 2019 is estimated at 62,936 billion VND, up 7.68% over the same period. Of which, the agriculture, forestry and fishery sector is estimated at 13,525 billion VND, up 4.84%; the industry - construction sector is estimated at 19,910 billion VND, up 9.91% (industry alone is estimated at 12,201 billion VND, up 8.5%); the service sector is estimated at 26,460 billion VND, up 7.5% over the same period; product tax is 3,040 billion VND, up 7.84% over the same period.

Estimated revenue is 11,129.29 billion VND, reaching 82.5% of the estimate, up 15% over the same period. Of which: Estimated domestic revenue is 9,888.29 billion VND, reaching 83.8% of the estimate, up 17.4% over the same period (land use fee revenue alone is estimated at 2,234.54 billion VND, equal to 94.7% of the estimate, up 5.3% over the same period); revenue from import and export activities is estimated at 1,241 billion VND, reaching 73% of the estimate, equal to 98.6% over the same period.
Budget expenditure for the first 9 months is estimated at 18,446.29 billion VND, reaching 75.8% of the assigned estimate.
Total capitalregistered investment reached more than8,744 billion VND
According to the report of the Department of Planning and Investment, the resultsThe results of mobilizing social investment capital were quite good, the total mobilized capital in the first 9 months of the year reached 50,399 billion VND, equal to 68.11% of the plan, up 13.7% over the same period. The assigned public investment plan for 2019 is 3,361.9 billion VND, the volume of implementation in the first 8 months of the year is 2,125 billion VND, reaching 63.21% of the plan; disbursement is 1,935.3 billion VND, reaching 57.57% of the plan.

As of September 17, 2019, the province has granted new (approved investment policies/issued investment registration certificates) to 74 projects with a total registered investment capital of VND 8,744.09 billion. The total newly granted and increased capital is VND 9,412.15 billion.
However, in terms of limitations, the report shows that some capital sources are still slow in planning, some items have not been assigned in detail for implementation. Some items have not been allocated capital for implementation up to now. The disbursement rate of some units is still low compared to the general level of the whole province, the number of projects that have not been disbursed or are disbursed slowly is still large.
The progress of some key projects is still slow, and resource mobilization is still difficult. Site clearance is still stuck and has not been resolved promptly. The situation of long-term advances that have not been recovered and the backlog of completed projects that have not been settled is still large...

At the conference, delegates also listened to the leaders of the Department of Home Affairs report on the implementation of administrative reform in the first 9 months of the year. In addition, representatives of 14 departments and branches participated in reporting and contributing opinions at the conference.
Regarding the North-South Expressway project passing through Nghe An, speaking at the conference, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that the Central Government has allocated 660 billion VND to the province for site clearance. However, up to this point, the disbursement has not been made. If this situation continues until 2020, it will be very difficult. Therefore, comrade Le Ngoc Hoa requested that the districts where the expressway passes through urgently implement solutions and coordinate with relevant units to find ways to overcome difficulties.
The Vice Chairman of the Provincial People's Committee also reflected on a number of key projects that are facing difficulties in site clearance and requested that the relevant sectors focus on solutions to resolve them.
60% of communes meet new rural standards
Concluding the morning session, the Chairman of the Provincial People's Committee acknowledged the efforts of the departments, branches, sectors and localities in implementing the tasks in the first 9 months of the year, emphasizing the results achieved in the fields of agriculture, forestry and fisheries. Regarding the orientation from now until the end of the year, comrade Thai Thanh Quy requested the agricultural sector to continue to closely follow the orientation to develop these fields, especially in the context of the complicated developments of African swine fever.

Regarding the new rural program, the Chairman of the Provincial People's Committee noted: "We must not let debt accumulate, not pursue achievements, and not over-mobilize the people."
Nghe An committed to the Central Government that in 2019, 39 communes will reach the new rural standard and this goal is completely within its capacity. Thereby, the total number of communes meeting the new rural standard will increase to 257 communes, reaching approximately 60% and in the near future, it will submit to the competent authorities for appraisal and consideration of Yen Thanh district meeting the new rural standard.

Focus on maximum solutions to carry out tasks in the last 3 months of the year
From now until the end of the year is an important time, comrade Thai Thanh Quy requested that sectors and localities must manage the price market well, focus on fighting against counterfeit goods, smuggled goods, trade fraud, and prepare goods for the end of the year. In addition, the Culture and Tourism sectors continue to research and launch new tourism products to attract tourists.
Regarding budget collection, this year has good prospects, however, departments and branches need to focus on recovering outstanding debts, especially in the context of increasing signs, and pay attention to zoning debts to have appropriate solutions.
Sectors and localities need to develop public investment plans for the new period, paying attention to selecting key and focal projects to prioritize investment. Districts should focus on maximum solutions to disburse capital for construction of projects and works; any locality with slow disbursement will be held responsible.
In addition, according to the head of the provincial People's Committee, one of the reasons for the slow disbursement is due to difficulties in site clearance, especially for the North-South Expressway project. Therefore, the highest requirement is that relevant units must take many measures to overcome difficulties.

Regarding administrative reform, comrade Thai Thanh Quy said that the operation of the provincial public administrative service center is very slow. He requested the Provincial People's Committee Office to urge and speed up the progress to meet the requirements.
In addition, reality also shows that the reception and processing of records and procedures is still very slow. This situation exists from commune to district to province. Departments, branches and localities need to focus on overcoming it. In addition, the application of information technology in units still has many limitations; discipline and administrative discipline have not been seriously implemented by officials and civil servants.
Regarding the fields of culture, society, health, and education, the Chairman of the Provincial People's Committee said that in recent times, there have been many innovations and good achievements. However, departments and branches also need to pay attention to a number of key tasks, including focusing on completing the Ho Chi Minh Memorial House to prepare for the 130th anniversary of his birth; Speeding up the installation of Lenin's statue in Vinh city.
Regarding the issue of overcharging at the beginning of the school year, the Chairman of the Provincial People's Committee said that this issue has been discussed by the Standing Committee of the Provincial Party Committee. According to the plan, in early October, the Standing Committee of the Provincial Party Committee will work with the Department of Education and Training to listen and give specific opinions.
