Senior Lieutenant General Le Quy Vuong works with leaders of Nghe An province
(Baonghean.vn) - Nghe An province currently has 6,823 drug addicts with management records; 404/480 communes, wards and towns have drugs (accounting for 84.1%), of which 83 communes, wards and towns are key drug-related.
On the morning of September 26, the inter-sectoral working group of the National Committee for AIDS, Drug and Prostitution Prevention and Control, led by Senior Lieutenant General Le Quy Vuong - Member of the Party Central Committee, Deputy Minister of Public Security, worked with Nghe An province on AIDS, drug and prostitution prevention and control in the area.
Receiving and working with the delegation were comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and representatives of leaders of relevant departments and branches.

In recent times, the work of preventing and combating AIDS, drug abuse and prostitution has been directed and effectively implemented by all levels from the province to the grassroots. The results achieved have contributed to maintaining political security and social order and safety to serve the overall socio-economic development of the province.
Currently, the whole province has 6,823 drug addicts with management records (a decrease of 78 people compared to the same period in 2018); 404/480 communes, wards and towns have drugs (accounting for 84.1%), of which 83 communes, wards and towns are key drug-related.
In the first 8 months of 2019, the provincial authorities discovered and arrested 1,076 cases and 1,317 drug-related criminals.seized more than 919.1 kg of drugs.

According to the survey, there are currently 3,113 business establishments in the province.Services that are prone to prostitution, such as: hotels, motels, massage parlors, karaoke... with 8,987 service providers; about 200 people suspected of prostitution. In the first 8 months of 2019, 27 cases and 71 subjects of prostitution were discovered, arrested, and handled... However, no large-scale, professional prostitution rings have been discovered.
Currently, the cumulative number of HIV-infected people in Nghe An is 12,112 cases (2,239 cases from other provinces; 9,873 cases from Nghe An); the number of people progressing to AIDS is 7,058 cases (762 cases from other provinces; 6,296 cases from Nghe An). The cumulative number of deaths due to HIV/AIDS is 4,294 cases. There are 449/480 communes, wards and towns with HIV-infected people, accounting for 93.5%.
The province has directed the construction and operation of 12 treatment facilities and 16 Methadone dispensing facilities across the province..To date, the total number of patients registered for treatment is 3,313. The total number of patients treated is 2,761 (reaching 81% of the target assigned by the Government) and the total number of patients currently being treated is 1,092 (reaching 32% of the target assigned by the Government).
Enhance family and community responsibility
At the meeting, the province pointed out difficulties such as funding sources and professional means to support the work of preventing and fighting AIDS, drugs, and prostitution, which still have many difficulties and have not met practical requirements...

Early support for localities to invest synchronously in facilities and equipment to ensure drug addiction treatment in the current situation; have specific mechanisms for HIV/AIDS, drug and prostitution prevention and control in disadvantaged areas and ethnic minority areas.

Speaking at the meeting, Senior Lieutenant General Le Quy Vuong - Deputy Minister of Public Security, highly appreciated the achievements and practical experience of Nghe An in the work of preventing and fighting AIDS, drugs and prostitution in recent times.
The Deputy Minister of Public Security suggested that Nghe An should strengthen the dissemination of information to the people about the harmful effects of drugs and prostitution; enhance the responsibility of families and communities, mobilize the strength of the entire political system and resources for drug prevention, control and rehabilitation; consolidate and improve the quality of care and treatment for HIV/AIDS addicts; strictly manage prostitutes and people showing signs of being involved in prostitution in the community.
The difficulties and problems raised by Nghe An province will be received, summarized and submitted to the Government, Ministries and Central branches for consideration in the coming time.
Previously, the interdisciplinary working group of the National Committee for AIDS, Drug and Prostitution Prevention and Control worked with the leaders of the Department of Health on Methadone treatment in the area.
