Nghe An enforces land clearance for Vinh - Cua Lo boulevard
(Baonghean.vn) - On the morning of October 1, Vinh City People's Committee organized the forced land recovery of 28 households and individuals in Hamlet 12, Nghi Phu Commune to implement the Vinh - Cua Lo Road Project (phase 1).

Previously, on June 28, 2019, Vinh City People's Committee issued Decision No. 3703/QD-UBND on compulsory land acquisition of 32 households and individuals in Nghi Phu commune to implement the Vinh - Cua Lo Road Project (phase 1). However, before the enforcement, 2 households had received compensation and 2 households had land located in residential areas that had not yet been subject to this phase of enforcement.
The reason for the revocation is that households and individuals do not comply with handing over the land to the competent state agencies. Although previously the People's Committee of Vinh City, Nghi Phu Commune, Vinh City Land Fund Development Center and related departments and branches had conducted many dialogues, propaganda, mobilization, and responded to the recommendations of related households on policies and laws regarding compensation, revocation, and site clearance for the Vinh - Cua Lo Road Project, households and individuals still did not agree to receive compensation and hand over the land.

The boundary location of the recovered land plot is determined according to the cadastral map extract of the land plot No. 18/2017/BD.DC approved by the Nghe An Department of Natural Resources and Environment on June 5, 2017. The time for compulsory land recovery is from June 28 to December 31, 2019.
Before carrying out the enforcement and leveling of the site, the authorities read the enforcement decision and carried out the steps according to the law.

Previously, on June 20, 2019, Nghi Phu Commune People's Committee reported on mobilizing and persuading households and individuals whose agricultural land belonged to Hong Hoa Thai Cooperative to agree to receive compensation and support for site clearance to implement the project of building a traffic road connecting Vinh - Cua Lo phase 1 through Nghi Phu commune, Vinh city.
The report said that Nghi Phu Commune People's Committee coordinated with the Fatherland Front Committee, the Commune People's Council, the Land Fund Development Center, the Nghe An Traffic Project Management Board, the Hong Hoa Thai Agricultural Service Cooperative and the Executive Committee of Hamlet 12, Nghi Phu Commune to mobilize and persuade households and individuals whose agricultural land was recovered to implement the above project.
Through working and reviewing, only 13/32 households and individuals with affected agricultural land were present, listening to the authorities explain the provisions of the law and compensation and land recovery plans, but the households did not agree to receive compensation and support and did not hand over the land to the investor for implementation, affecting the project's construction progress.

Therefore, in order to ensure project progress as well as citizens' strict compliance with legal regulations in the field of land management and use, Vinh City People's Committee has issued a plan and organized compulsory land recovery for the above households and individuals.
