Provincial Party Secretary: Do not rush to attract projects that affect people's lives

Proposed economic development policy
Responding to the National Assembly, voter Vuong Dai Tuong (Quynh Lap commune) said that the current shrimp farming area using new technology has an area of 20 hectares. However, the problem is that this entire area is located in the planned land of Dong Hoi Industrial Park.
"People suggest that the town and province have a mechanism for people to produce on the planned land area of Dong Hoi Economic Zone but no businesses have participated in production. When the businesses operate, people will return the land and not ask for compensation" - Mr. Tuong proposed.

Voter Vuong Dai Tuong also said that implementing Decree 67/2014/ND-CP dated July 7, 2014 of the Government on a number of policies for fisheries development, the Ministry of Finance has regulations on zoning for insurance companies to participate in selling insurance for the hull and shell of fishing vessels to ship owners. However, in reality, many ships have suffered accidents but the insurance companies are slow to pay and carry out compensation procedures for ship owners.
People suggested that the Ministry of Finance should not divide the areas but should let insurance companies compete fairly, creating conditions to ensure the rights of insurance participants.
Voter Ho Ngoc Hien, Quynh Phuong ward, suggested that the State should strictly handle those who spread bad news and "toxic" news on social networks; improve legal education for people, and reform the current educational method that favors "being famous rather than being a person" in schools.

Voters in Hoang Mai town also suggested that the State should continue to have policies to care for people with revolutionary contributions; fight against negativity and corruption; manage the activities of private hospitals; voters reflected on some degraded traffic routes and suggested that authorities upgrade, repair, and create conditions for socio-economic development...

No rush to attract investment
Speaking at the conference, Provincial Party Secretary Nguyen Dac Vinh acknowledged and thanked voters for their responsible and frank contributions to the Party, State and National Assembly as well as leaders of local Party committees and authorities.
Responding to voters' petitions, the Provincial Party Secretary hopes that each citizen needs to have close coordination with the government in solving arising social issues.
The Provincial Party Secretary suggested that the mechanism for receiving citizens at commune and district levels has been made clear every month. Therefore, grassroots Party committees and authorities must strictly implement it, promote transparency, and thoroughly resolve voters' petitions right at the grassroots level.
Even the issue of compensation for land clearance on National Highway 1A, recently the province and town have been taking drastic measures to protect the legitimate rights of the people. This issue cannot be resolved in a day or two but requires the households to persevere and agree with the government during the implementation process.

Regarding the petition of the people reflecting on the degradation of ethics and lifestyle of a number of cadres, party members and people, the Provincial Party Secretary said that this is the negative side of the market economy, the root of the conflict is social interests.
"To do well in moral education is the common responsibility of families, schools and society. No one should stand aside. This is an issue that the provincial Party Committee and authorities at all levels pay special attention to in leadership and direction" - the Provincial Party Secretary emphasized.
Regarding voters' opinions reflecting on controlling bad news and "toxic" news on social networks, according to the Provincial Party Secretary, this is a complicated issue. The lack of official information on some complicated issues is partly the responsibility of the Party Committee and the government. Provincial leaders will seriously learn from experience to orient and propagate information on policies and guidelines to the people.

Providing some basic information on the development orientation of Hoang Mai town, the Provincial Party Secretary affirmed that the Central Government and the province are very interested in the development of the locality and the people's lives. In the province's orientation, Hoang Mai town will develop into an industrial city, although it has not yet attracted many projects.
