Vinh City inspected 186 slow-progressing projects, revoked and legally canceled 40 projects.

Many projects are behind schedule
Through monitoring, it is shown that there are currently many pressing issues and “hot” issues in the city that are of concern to voters and the people. Emerging is the situation of many slow-progressing projects that have not been inspected and revoked to create conditions for the city to attract investment and develop.
Status of illegal and improper investment projects; supply and quality of domestic water; slow approval of zoning plans for wards and communes (currently, 9 wards and communes have completed procedural documents waiting for the province's approval).
It is also about solving existing problems and shortcomings in apartment buildings, especially shortcomings in planning traffic infrastructure, public works, schools in apartment buildings and granting certificates of land use rights, housing use rights as well as organizing household registration management in apartment buildings.

In addition, there are also difficulties in granting land use right certificates for cases of land granting beyond the authority in project planning; measuring and issuing and exchanging certificates of agricultural land use right for communes merged into the city; resolving compensation for agricultural production areas of people in Hung Dong commune who cannot produce due to environmental pollution from Sabeco Packaging Company; relocating high-voltage and low-voltage power lines through residential areas; investing in construction and upgrading of anti-flooding works, drainage, canals, lighting...
Quickly handle existing problems and shortcomings
At the meeting, the Standing Committee of the Provincial People's Council requested the City People's Committee to clarify the city's responsibilities and coordinate with relevant provincial departments and branches in resolving 7 groups of petitions and reflections from city voters that have lasted for many years.

These include the inspection and recovery of projects behind schedule; the planning and management of apartment buildings; the inspection of illegal and unlicensed construction works; the handling of the trade and transportation of prohibited, smuggled, counterfeit, and unhygienic goods; the management of private medical and pharmaceutical practices; the resolution of surplus and shortage and rotation of teachers; the inspection and handling of environmental pollution in the Dong Vinh industrial cluster...
Regarding the work of inspecting and revoking slow-progressing projects and inspecting unlicensed and unauthorized projects, according to the City People's Committee, the unit only has the authority to propose to the province projects that need to be inspected, and at the same time participate with the province's interdisciplinary delegations, while the inspection and handling of these projects is under the province's authority.
Therefore, it is recommended that the province should inspect and resolutely handle slow-progressing projects in the city, creating land funds for the city to attract investment and development.
Since 2012, the city has proposed and coordinated with the province's interdisciplinary delegations to inspect and handle 186 projects that are behind schedule; of which 40 projects have been revoked and legally annulled. In 2019, the city continued to propose the province to inspect 47 projects.

Regarding environmental pollution in Dong Vinh industrial cluster, the representative of the City People's Committee said that the voters' proposal was to relocate this industrial cluster out of the residential area; however, due to land fund and relocation costs, it could not be implemented yet.
Regarding the handling of the trade and transportation of prohibited goods, smuggled goods, counterfeit goods, and goods that do not ensure food hygiene and safety; according to the City People's Committee, in addition to the city's management role, the most effective solution is that provincial authorities need to strengthen measures to strictly control inputs, as once they have entered the market, they are very difficult to control; at the same time, the province needs to establish a food hygiene and safety testing center.
The city also recommended that the province should quickly intervene to handle existing problems and shortcomings sent by district-level authorities; especially issues and incidents related to the authority of many levels and sectors when legal regulations are unclear and coordination between sectors and levels is not smooth.
