There is no solution for the abandoned billion-dollar resettlement project in Thanh Chuong.

(Baonghean.vn) - A representative of the Department of Agriculture and Rural Development said that the resettlement project for people in the abandoned fishing village in Thanh Chuong lacks capital while the provincial budget is limited and the central budget cannot be allocated.

Fishing village resettlement project continues to be at a standstill

At the meeting, the Standing Committee of the Provincial People's Council requested the Department of Agriculture and Rural Development to clarify the matter.The project to build model resettlement areas for fishing households on Lam River and in extremely difficult areas of Thanh Chuong district (Nghe An) with a total capital of 86 billion VND, started construction in 2010 but is still unfinished, the items have become desolate as recently reported by Nghe An Newspaper.

The representative of the Department of Agriculture and Rural Development said: Currently, this project is lacking 15.7 billion VND to continue investing in unfinished items. To have resources for this project in the difficult conditions of the provincial budget, the Provincial People's Committee has submitted a request to the Central Government for additional allocation of resources; however, due to the current strict regulations on criteria and conditions for capital allocation by the Central Government, this project cannot be used for capital allocation.

Agriculture and rural areas are the areas that voters are most interested in, reflecting on, and making recommendations on at recent meetings of the Provincial People's Council delegates. The total opinions collected since the beginning of the term to date are 338 recommendations and reflections.

After nearly 10 years of construction, the resettlement project for the fishing village residents in Thanh Chuong has been abandoned. Many construction items such as kindergarten, community cultural house, electricity system, water system... are not yet completed.
Review of agricultural policy mechanisms

Based on the opinions of the members of the monitoring delegation, concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong noted that the Department of Agriculture and Rural Development should pay attention to reviewing to direct or coordinate with departments, branches, localities as well as work with the Central Ministries and branches to focus on solving and removing difficulties and problems related to the recommendations that voters have repeatedly reflected.

Attention should be paid to converting agricultural and forestry farms; reclaiming agricultural and forestry farm land and handing it over to the people; speeding up the progress of land and forest allocation and granting of forestry land use right certificates.

The Vice Chairman of the Provincial People's Council also requested the Department to be more responsible and focused in resolving unfinished resettlement projects, especially the resettlement of Thanh Chuong fishing village; speed up the progress of the Mong village hydropower resettlement area; and overcome the situation of abandoned fields and waste of land resources.

At the same time, the industry also needs to strengthen direction and promote the progress of agricultural restructuring and crop restructuring; associated with improving the efficiency of agricultural material quality management, taking care of agricultural product output...

The Department also needs to review policies and mechanisms related to agriculture and rural areas that are slow to be implemented or have not met actual needs in order to make recommendations and proposals to all levels and sectors to resolve them...
