(Baonghean.vn) - Giving comments on the Draft Law amending and supplementing a number of articles of the Law on Cadres, Civil Servants and Public Employees, delegate Tran Van Mao of Nghe An delegation made comments to make the Draft Law suitable to reality and avoid negativity in the process of recruiting civil servants and public employees.

Continuing the session agenda, on the morning of October 24, the National Assembly discussed a number of contents with different opinions of the Draft Law on amending and supplementing a number of articles of the Law on Cadres, Civil Servants and Public Employees.

Participating in the discussion, delegate Tran Van Mao - Deputy Head of the National Assembly delegation of Nghe An province said that point a, clause 2, which stipulates "considering recruitment of civil servants in cases of voluntary commitment to work for 5 years or more in areas with particularly difficult socio-economic conditions", is not suitable to reality. Because according to the provisions of the Draft Law, areas with particularly difficult socio-economic conditions are only regulated to commune-level administrative units or hamlets, villages, hamlets, villages, and socs, not regulated to the district level.

Therefore, for mountainous, highland, remote, isolated and particularly difficult districts that are not subject to the application of civil servant recruitment to district-level authorities, because district-level authorities are mainly located in communes and towns, centers, district capitals and areas not directly facing special difficulties, it will be difficult to attract talented people to work in the above districts, affecting the quality of cadres and civil servants of these districts.

Clause 3, Article 37 stipulates: "In case of recruitment, the candidate is a civil servant working at a public service unit", if regulated as in the Draft, it will easily lead to a negative situation (just entering the civil servant position and then transferring to a civil servant position without having to take an exam). According to delegate Tran Van Mao, this case only applies to the head of a public service unit.

Regarding the standards and conditions for registering for the promotion exam and recruitment for civil servant positions in Clause 9a, Article 1 of the Draft Law, delegate Tran Van Mao suggested that the Draft should clearly stipulate which cases must take the promotion exam, which cases are eligible for promotion, and clearly stipulate the conditions and standards for promotion of civil servant positions.

On the other hand, the Law needs to strongly decentralize to the provinces and centrally run cities in the examination and consideration of civil servant transfer, avoiding taking over the central government and avoiding arbitrariness, negativity, and causing trouble for those who take the examination or selection in the examination and selection of civil servants.
