In the report sent to the ongoing National Assembly session, regarding the field of BOT transport investment, the Ministry of Transport continued to affirm that the policy of calling for private capital for transport infrastructure investment is necessary and correct.

After reviewing all projects that have been, are being, and will be implemented under the BOT form, the Ministry of Transport has stopped 4 projects that have signed contracts and are being implemented; stopped 8 road projects that have approved proposals, or are preparing feasibility study reports.

Thus, at least 12 BOT projects have signed contracts but had to stop, many toll stations are being processed. Along with that, there are 67 audits conducted at 60 BOT and BT traffic projects.

Currently, only BOT investment is being called for in 8 sections of the North-South Expressway in the East, phase 2017-2020. In addition, the Ministry of Transport has coordinated with ministries, localities, and investors to adjust the locations of some toll stations with shortcomings; exempt and reduce fees; and direct investors to publicly disclose project information at toll stations (total investment, toll collection time, toll collection time...).

Focus on calling for BOT investment in 8 sections of the North-South expressway in the East

The Ministry of Transport said it has coordinated with ministries, localities, and investors to adjust the locations of some toll stations with shortcomings; exempt and reduce fees; and direct investors to publicly disclose project information at toll stations (total investment, toll collection time, toll collection time, etc.).

The Ministry of Transport also proactively invited the State Audit (SA) to audit all projects (67 audits were conducted at 60 BOT and BT transport projects), strictly implementing the conclusions of the SA and the Inspectorate on remaining issues, especially regarding financial handling, responsibility handling and investment cost settlement.

Specific handling instructions for each BOT station

Regarding BOT toll stations, the Ministry of Transport admitted that there are still some toll stations with special characteristics, facing difficulties and problems. The Ministry of Transport has reported, the Government also met and directed to handle.

Specifically, for the Bac Thang Long - Noi Bai toll station (collecting tolls for the Vinh Yen and Vinh Phuc bypass routes), the Government assigned the Ministry of Transport to conduct a comprehensive inspection and assessment to prevent loss and corruption. The Ministry of Transport is deploying the implementation to relevant units.

Regarding Bim Son toll station (collecting tolls on the Thanh Hoa City bypass), the Government assigned the Ministry of Transport to study and implement a plan to relocate the station to the bypass. Tan De toll station (Thai Binh), after being relocated to Dong Hung bypass, the investor is currently building a toll station, expected to collect tolls by the end of this year.

Regarding the Cai Lay BOT toll station (Tien Giang), the Ministry of Transport has studied 3 options and asked for the opinion of the Tien Giang Provincial People's Committee, striving to resume toll collection soon. The proposed option is to have 2 toll stations (on the bypass and National Highway 1), collect tolls to recover capital for each component, and stop collecting the toll station when it has collected enough. At the same time, organize traffic, prohibit trucks and large passenger cars from passing through Cai Lay town.

Toll station T2 on National Highway 91 is currently stopping toll collection while waiting for the parties to agree on a plan to ensure the interests of all parties (investors, people, lending banks) in accordance with resources.

The toll station on the Hoa Lac - Hoa Binh route, while developing an official fee exemption and reduction plan, is temporarily exempting fees for people living around the toll station. Currently, the official plan has been developed, all parties have agreed, and the toll station situation has stabilized.

Regarding the North-South Expressway Project, the Ministry of Transport also reported to the National Assembly the project implementation status, in which the Ministry of Transport especially emphasized the difficulties and obstacles in site clearance of this national key project./.
