More than 400 people disillusioned because of believing in fake labor export network
(Baonghean.vn) - Believing Le Duy Anh and his followers, 400 people across the country paid more than 20 billion VND to go abroad to Australia with a salary of hundreds of millions of VND/month.
The "boastful" director's trick
Le Duy Anh (born in 1979), was born in Quang Tien commune, Soc Son district, Hanoi city. From 2003 to 2011, he went to work in Malaysia, so he is very familiar with the documents and procedures for sending people to work abroad. From 2015 to 2018, Le Duy Anh was the director of a study abroad consulting center in Hanoi.
In the process of finding people who wanted to work abroad, Le Duy Anh "bragged" that he was the Director of a company under the Vietnam Fatherland Front, a partner of a company in Australia that needed many Vietnamese workers.

The subjects directly consult, negotiate, and promise in many ways to bring workers to Australia to do light, easy work (harvesting, packing fruit, working on farms), the labor term is 2 years (1 year extension) with high salary from 80 to 100 million VND/month depending on the products made.
In addition, the subjects also made many flowery statements that going to Australia also has many great benefits, quick departure time, all documents and procedures are taken care of by Australian people, and the total cost is only 25,000 USD. To create more trust from the workers, after receiving the money, the subjects wrote a confirmation letter, a commitment to refund the entire amount if the workers did not successfully leave for Australia.
Mr. Nghiem Minh Hieu (born in 1982, residing in Vinh City) is one of the victims who suffered the most damage in the labor export ring of Le Duy Anh and his accomplices. The amount of money Mr. Hieu paid to the subjects was 36,300 USD.

After receiving the money, Ms. Hang guided Mr. Hieu to Hanoi to meet Le Duy Anh to learn more and complete the necessary paperwork. In Hanoi, Mr. Hieu and some others were introduced to an English course for 4 million VND, the study materials were just a very simple photocopied English document.
"To have the amount of more than 800 million to pay for the subjects to be able to leave for Australia, I borrowed 300 million from the bank, the remaining amount I borrowed from my brothers, sisters and friends. Now my family and I have fallen into debt, extreme poverty, not knowing where to get money to pay off the debt and take care of our children and their education."
After finishing school, Le Duy Anh, Mr. Hieu and a number of workers left for Malaysia many times in 2017 and 2018. The purpose of leaving for Malaysia, according to Le Duy Anh, was to complete paperwork to leave for Australia, but Mr. Hieu and the workers did not know what to do and how to do it. During their time in Malaysia, the longest period was 4 months, the workers did not complete any paperwork, only living in a hotel rented by Le Duy Anh.
More than 400 victims fell into the trap
In March 2019, the Criminal Investigation Department's Criminal Investigation Department, Nghe An Provincial Police, received many criminal complaints from people in Nghe An, Ha Tinh, and Quang Binh provinces, denouncing some individuals in Nghe An and Hanoi for receiving documents and collecting money to complete procedures for exporting labor to Australia, but after waiting for many years, they still could not go.

Through the process of verifying the report, there were signs of the crime of "Organizing and brokering for others to flee abroad". The Investigation Security Department (Nghe An Police) actively investigated and clarified this crime ring.
According to the investigation results, Le Duy Anh played the role of mastermind, discussing and arranging with the subjects Tran Thi Thanh (born in 1959, residing in Hung Phuc ward, Vinh city); Ho Thi Hang (born in 1965, residing in Truong Thi ward, Vinh city) and Tran Thi Ha (born in 1974, residing in Dong Hieu commune, Thai Hoa town) to organize and broker for others to flee abroad.
The modus operandi of the subjects is to exploit the psychology of workers who want to do light work with high salaries abroad, along with simple procedures for exit. Accordingly, workers only need to do the paperwork for health check-ups (at centers introduced by the subjects) and passports; in terms of education, they only need to graduate from high school.
In addition, with the initial trick, the brokers offered low costs, only from about 20,000 USD to 25,000 USD/person with simple paperwork. But after the workers submitted their documents and money to the brokers to complete the exit procedures, the brokers made up many difficult reasons such as: the initial order was canceled, had to fly to another country to get to Australia... during the exit procedures to gradually increase the costs, forcing the workers to follow. At the peak, at the later stage, the workers had to pay up to more than 40,000 USD/person.

With such sweet and attractive tricks, hundreds of workers have believed in them. From late 2015 to early 2019, the above subjects recruited more than 400 workers to submit documents and pay money to go to Australia to work. These workers come from almost all over the country such as Long An, An Giang, Dong Nai, Gia Lai, Dak Lawk, Quang Ninh, Bac Giang... but mainly from Nghe An, Ha Tinh, Quang Binh provinces.
These workers paid tens of billions of dong to the subjects. After paying this money, some of it was transferred to subjects in Malaysia, and some of it was used by the subjects to send workers to Malaysia to complete exit procedures to Australia; but to date, not a single worker has been able to go to Australia.
The actions of these subjects have pushed hundreds of families into extreme poverty, the dream of going abroad is nowhere to be seen, only the fear of owing hundreds of millions of dong is present before their eyes.The family has paid the subjects more than 50,000 USD but still has not been able to leave for Australia..
On June 8, 2019, the Security Investigation Agency issued a decision to prosecute the criminal case, prosecute the accused and issue an arrest warrant to detain Le Duy Anh for 4 months for the crime of "Organize for others to escape abroad”. 3 accomplices with Le Duy Anh were also prosecuted and temporarily detained, including: Tran Thi Thanh for the crime of “Broker for others to flee abroad”; Ho Thi Hang and Tran Thi Ha on the crime of “Organize for others to escape abroad”.
The case is currently being investigated and expanded by the Security Investigation Department and Nghe An Provincial Police.
