Defendant Chau Van Kham

According to the indictment, the organization "Vietnam Reform Revolutionary Party" (abbreviated as "Viet Tan") is a reactionary organization of Vietnamese exiles, founded by Hoang Co Minh in 1982 in Thailand.

This organization is currently chaired by Do Hoang Diem, leading the "National United Front for the Liberation of Vietnam" founded in 1980 in the US; its activities aim to eliminate the leadership role of the Communist Party of Vietnam and overthrow the Socialist Republic of Vietnam.

This reactionary organization advocated the use of violence, weapons, terrorism, and sabotage in Vietnam. Then, it switched to the method of "modern non-violent struggle" - essentially a combination of "non-violent struggle" with "local violence".

On June 4, 2016, the Ministry of Public Security put Viet Tan on the list of terrorist organizations in Vietnam. Accordingly, Do Hoang Diem joined the "Viet Tan" organization since 1982. Next, Nguyen Ngoc Duc and Dang Thi Thanh Lan joined and carried out tasks assigned by their superiors.

From late 2018 to early 2019, Diem directed key members to organize connections to develop forces, train, infiltrate Vietnam to provide finance, incite protests...

Upon receiving Diem's order, Chau Van Kham attended the grassroots meeting once a month as a representative of the Sydney Party branch and Secretary of the Australian Party branch. In addition, Kham was also responsible for attending fundraising events to support domestic activists, participating in anti-Vietnam protests; and selecting potential candidates for the purpose of developing forces.

Next, he used fake identity documents to enter Vietnam to provide finance and propagate party policies to new members.

After assigning work to Kham, Diem continued to recruit Nguyen Van Vien, then arranged a job and exit procedures to Cambodia. Here, Vien attended a training class organized by Diem, Nguyen Ngoc Duc, and Dang Thi Thanh Lan. From the time he officially became a member of the terrorist organization "Viet Tan" (January 2019) until his arrest, Vien was given 600 USD. Currently, Vien has returned 400 USD.

Tran Van Quyen joined Viet Tan in September 2018. Quyen was assigned to survey land infiltration routes in the Vietnam-Cambodia border area. Quyen also went to Cambodia to attend training classes and received money to arrange jobs for others in the organization. In total, Quyen received 900 USD.

Assisting the terrorists, defendant Bui Van Kien forged 3 ID cards and 4 sets of job applications; Nguyen Thi Anh brokered the forgery of 2 ID cards and 2 sets of job applications. Through Anh, Tran Thi Nhai forged 2 ID cards.

Currently, the subjects Do Hoang Diem, Nguyen Ngoc Duc, and Dang Thi Thanh Lan are in the US, so the Investigation Security Agency - Ministry of Public Security decided to temporarily suspend the investigation and issue a wanted warrant. When they are arrested, they will be dealt with later.
