Kha 'banh' and accomplices appear in court

Tu Son Town People's Court, Bac Ninh brought defendant Ngo Ba Kha (aka Kha "banh", born in 1993, in Tu Son) and his accomplices to trial today.

On November 13, 2019, "Kha Banh" and his accomplices: Nguyen Van Quang (32 years old), Nguyen Huu Hoi (30 years old), Ngo Luong An (34 years old), Nguyen Trong Cong (26 years old) and Trinh Huu Quy (27 years old) were brought to trial for the crimes of Gambling and Organizing Gambling.

Ngo Ba Kha (aka Kha 'banh')

According to investigation documents, Ngo Ba Kha has a bad personal history, complicated social relationships, and no stable job.

To have money to spend, Kha "banh" organized gambling in the form of playing lottery numbers. Every day, lottery players and "lottery secretaries" contacted each other via mobile phones and "Kha banh" ZALO accounts to transfer lottery numbers and buy lottery numbers with Kha.

Kha "banh" hired the Association to compile the cable tables and compare wins and losses every day, paying 300,000 VND/day.

To pay the "bookie secretary" and attract more gamblers, Kha "banh" sold lottery tickets at a lower price than the general convention. Specifically, Kha only collected 1 lottery point at the price of: 21,700 VND; 82% of the lottery ticket purchase price (Special prize and First prize) and 70% of the lottery ticket purchase price.

Thus, players who bet directly with Kha benefit: 18% of the money spent on buying lottery numbers (special prize and first prize) and 30% of the money spent on buying diagonal numbers.

Investigation documents show that Quang was the one who transferred the lottery numbers sold that day to Kha "banh" via Zalo message.

Hoi is the one who helps Kha compile the cable table and compare wins and losses every day to pay Quang and those who gambled with Kha.

In addition to being hired by Ngo Ba Kha to compile the cable table and calculate daily winnings and losses, Hoi also directly bought lottery numbers and gambled with Kha.

Investigation documents show that Kha "banh" is familiar with An, Quy and Cong. Because they know Kha is the subject, these people texted Kha to buy lottery numbers via Zalo messages.

During the investigation, Cong stated that he had a history of mental illness and submitted his outpatient psychiatric treatment records.

On May 15, 2019, the Investigation Police Agency decided to request the Central Institute of Forensic Psychiatry to conduct a forensic psychiatric assessment of Cong.

The forensic psychiatric examination concluded: Cong had a history of acute psychosis that was cured.

Before, during and at the time of the crime, Cong did not have a mental illness. At the above times, he was capable of perceiving and controlling his behavior.

The criminal acts of the defendants as stated above are dangerous to society, violate social order and safety, and negatively affect the local security and order situation.

Therefore, it is necessary to prosecute and try strictly according to the law, in order to deter, educate, reform and prevent in general in society.
