5 steps in the personnel process for re-election to provincial Party Committees

According to the Politburo's regulations in Directive No. 35-CT/TW dated May 30, 2019 on party congresses at all levels towards the 13th National Party Congress, the process and personnel records of provincial-level party committees for the 2020-2025 term will include 5 steps.

Step 1:Organizing the first meeting of the Standing Committee of the Party Committee

Based on the standards, conditions, structure, and quantity prescribed by the Politburo and the personnel work direction approved by the Party Committee; on the basis of the list of incumbent Party Committee officials, the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee directs the review and assessment of each case and considers and approves the list of Party Committee members, Standing Committee members of the Party Committee, Deputy Secretaries, and Secretaries of the incumbent Party Committee that meet the standards and conditions for re-election of the Party Committee for the 2020-2025 term according to regulations to get opinions and recommendations at the conference of key officials.

Step 2:Organize a conference of key cadres to collect opinions on recommendations (by secret ballot) according to the list of re-elected personnel reviewed and approved by the Party Committee Standing Committee in step 1 (the conference is held when at least 2/3 of the summoned people are present).

In the provincial and municipal Party Committees directly under the Central Government, the members are members of the Party Executive Committee; Chairman and Vice Chairman of the People's Council and People's Committee at the provincial level; Heads of provincial departments, agencies, branches and mass organizations; Secretaries of subordinate Party Committees, Chairmen of the People's Councils and People's Committees of districts, towns and cities under the province.

In the Party Committee of the Central bloc, there are the members of the Party Executive Committee; heads and deputy heads of committees and equivalent positions; secretaries and deputy secretaries of the affiliated Party Committees and heads of the Party Committee's mass organizations.

Step 3:Organizing the Party Executive Committee Conference (1st time)

Based on the results of personnel introduction in step 2, the executive committee of the provincial, municipal, and centrally-affiliated party committees will discuss and introduce personnel (by secret ballot).

Step 4:Organizing the Standing Committee Conference (2nd time)

Based on the results of the personnel introduction in step 3 and the results of the personnel survey (if any), the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee considers and votes to approve the list of personnel for re-election to the Party Committee for the 2020-2025 term to submit to the Party Executive Committee Conference (2nd time).

Regarding the content of the personnel survey: The Standing Committee of the Party Committee and the Personnel Subcommittee, if deemed necessary, shall conduct a survey and assessment of the moral qualities, lifestyle and prestige; capacity, achievements and outstanding work products of the personnel (introduced in step 3) at the workplace, relevant agencies and the grassroots Party Committee of the place of residence.

Step 5:Organize the second Party Executive Committee conference in the following order: Analyze the voting results at the conferences; Verify and conclude newly arising issues (if any); The collective Party Executive Committee of the province, city, and Central Party Committee discusses and votes to introduce personnel (by secret ballot).

The recommended and selected personnel must receive approval from over 50% of the total number of delegates convened in each step (step 2 is based on the number of delegates present); the vote counting results are announced at the conferences./.
