3-age structure for Party committee members at district and commune levels in Nghe An for the 2020-2025 term

This is one of the contents in Instruction No. 51-HD/BTCTU dated October 28, 2019 of the Organizing Committee of Nghe An Provincial Party Committee guiding the personnel work of Party Committees at the grassroots and upper-level Party Congresses for the 2020-2025 term.

Accordingly, the structure of the Party Committee members is implemented according to Directive No. 35-CT/TW and Circular No. 13-TT/TU (in Appendix 3). However, the Provincial Party Committee's Organizing Committee notes a number of contents, including the structure, strictly implementing the 3-age structure for the provincial and district Party Committees, striving for: Under 40 years old 10% or more; from 40 - 50 years old about 40-50%, the rest over 50 years old. For the commune level, the Standing Committee of the district Party Committee will guide accordingly.

Based on the situation, characteristics and political task requirements of the locality, agency, unit and to ensure the comprehensive leadership of the Party Committee over important areas and fields; the Standing Committee of the Party Committee determines the specific structure of its level and orients the lower levels according to the motto: Must attach importance to the quality of the Party Committee, not lower the standards because of the structure and it is not necessary for every locality, department or branch to have people participating in the Party Committee.

In places where it is necessary to have a Party Committee structure but the local human resources are not qualified for re-election or do not meet the requirements, there must be a plan to mobilize and arrange cadres (before or after the congress) to ensure that the unit has a Party Committee structure.

It is necessary to ensure that the Party Committee consists of young, female, and ethnic minority cadres according to regulations. Where there is not enough quantity and structure, there must be vacancies and urgent and serious preparation of qualified personnel to supplement and replace during the term to ensure the required structure and proportion according to regulations.

The rate of young cadres, female cadres, and ethnic minority cadres participating in Party committees and Party committee innovation for armed forces Party committees is implemented according to the guidance of the superior vertical sector.

The Standing Committee of the district-level Party Committee provides specific guidance on young cadres, female cadres, ethnic minority cadres, and the rate of Party Committee innovation for Party Committees of enterprises, agencies, and affiliated units with specific characteristics.
