From 2020, electronic health insurance cards will be issued to employees in enterprises.

By January 1, 2020 at the latest, the Social Insurance Agency must issue electronic health insurance cards to health insurance participants.

Employees need to note some changes related to social insurance policies from 2020.
Pursuant to Clause 2, Article 96 of the 2014 Law on Social Insurance, by 2020, the social insurance book will be replaced by a social insurance card.
Pursuant to Clause 2, Article 9 of the 2014 Law on Social Insurance, by 2020, social insurance agencies must complete the construction and operation of an electronic database on social insurance management nationwide.

Pursuant to Point a, Clause 1, Article 55 of the Law on Social Insurance 2014, from 2020, male workers aged 55 and female workers aged 50 will be eligible for pension when their working capacity is reduced by 61% or more. According to current regulations, male workers aged 54 and female workers aged 49 are eligible for pension when their working capacity is reduced by 61% or more.

Pursuant to Point a, Clause 2, Article 56 of the 2014 Law on Social Insurance, male workers retiring in 2020 must have 18 years of social insurance contributions to receive a pension equal to 45% of the average monthly salary for social insurance contributions, while current regulations only require 18 years of social insurance contributions.

Pursuant to the provisions of Clause 1, Article 62 of the Law on Social Insurance 2014, employees participating in social insurance from January 1, 2020 to December 31, 2024 will have the average monthly salary for social insurance contributions of the last 20 years before retirement calculated to calculate pension and one-time allowance.
Pursuant to Point g, Clause 5, Article 42 of Decree 146/2018/ND-CP of the Government, by January 1, 2020 at the latest, the Social Insurance Agency must issue electronic health insurance cards to health insurance participants.

Notable increases in social insurance benefits in 2020

The National Assembly has approved the adjustment of the basic salary from 1.49 million VND/month to 1.6 million VND/month. Therefore, along with the above salary adjustment, the social insurance regimes and subsidies for participants will also be increased.
- Allowance for convalescence and recovery from illness: 480,000 VND/day (increase of 33,000 VND).
- One-time allowance after giving birth: 3,200,000 VND (increase of 220,000 VND).
- Postpartum health care and recovery allowance: 480,000 VND/day (increase of 33,000 VND).
- Monthly survivor allowance (per relative): VND 800,000/month (increase VND 55,000); no direct caregiver VND 1,120,000/month (increase VND 77,000).
- Funeral allowance: 16,000,000 VND (increase 1,100,000 VND).
- Minimum monthly pension allowance (for compulsory social insurance participants): VND 1,600,000 (increase of VND 110,000).
