According to new regulations, driving training facilities must apply technology to identify and track the theoretical study time of road traffic law for students learning to drive cars.

Circular 38/2019/TT-BGTVT of the Ministry of Transport amending the process of training, testing, and granting driving licenses takes effect from December 1, 2019. Accordingly, from January 1, 2020, the B1, B2, and C driving license training program will have additional content on preventing the harmful effects of alcohol and beer when participating in traffic.

Also according to this Circular, the Driving Test Center must install cameras to monitor the theoretical test room, the driving test yard in the image and transmit data to the Vietnam Road Administration and the Department of Transport;

From May 1, 2020, driving training facilities will apply technology to identify and monitor the theoretical study time of road traffic law for students learning to drive cars (except for class B1).

Also according to Circular 38/2019/TT-BGTVT, from December 1, 2019, 2 more contents of the driving license exam will be added. Specifically:

- Car driving test using software simulating traffic situations is conducted at the test center. The test taker handles the simulated situations that appear on the computer.

- Practical driving test in the diagram to grant a class A1 driving license for the disabled to drive a three-wheeled motorcycle for the disabled. The test taker must drive the vehicle forward through the zigzag pattern.
