On the morning of December 3, Colonel Hoang Thanh Phong, Deputy Commander of the Border Guard Command of Thua Thien - Hue province, said that the force had just assigned a working group to coordinate with Phong Hai Border Guard Station to receive a large quantity of drugs discovered by local people along the coast.

At around 4:00 a.m. (December 3), Mr. Ho Van Loc, 47 years old, residing in Tan My village, Quang Ngan commune, Quang Dien district, Thua Thien - Hue province, while going to the beach to collect scrap metal, discovered a blue plastic can. Mr. Loc opened the can and saw 21 dark yellow rectangular cakes inside, wrapped tightly in white nylon, with many Chinese characters and pictures of two lions printed on them.

Immediately afterwards, Mr. Loc reported the incident to Phong Hai Border Guard Station. Officers of Phong Hai Border Guard Station invited Mr. Loc to work and receive this package.

Colonel Hoang Thanh Phong, Deputy Chief of Operations, Thua Thien - Hue Provincial Border Guard Command, said that the Command has sent a telegram to all 6 coastal stations and Squadron 2 to notify local authorities and encourage people in coastal areas to report and hand over the evidence to the Border Guard Station if they discover any drifting goods suspected to be drugs. If any people do not hand it over upon discovery, they may be charged with illegal drug possession.
