Taking into account the harmonious balance of interests
As one of the subjects directly related to land price adjustment, Nghe An business community is very interested in the content of the draft Provincial Land Price List for the period 2020 - 2024. Speaking at the conference, Mr. Tran Anh Son - representative of the Provincial Business Association, Chairman of the Provincial Outstanding Business Association expressed his opinion that the construction of the province's land price list needs to be based on a harmonious balance of basic requirements, including the interests of businesses, people, the State budget, investment attraction, site clearance and social security.
The adjustment of land prices in the new period will directly affect the land rental prices of enterprises. Therefore, Mr. Son suggested that the Department of Natural Resources and Environment, the Department of Finance and the Tax Department coordinate to calculate the number of tax notices for the group of 10 enterprises with high increase, 10 enterprises with average increase and 10 enterprises with low increase, to better assess the actual impact and later when the land price list is officially applied, enterprises will not be surprised.
Sharing this view, businessman Thai Dai Phong - Provincial Veterans Business Association affirmed that the land price list is the "input" of enterprises, if it suddenly increases too high, it will affect the production and business of enterprises. In addition to consulting the opinions of relevant parties on the draft land price list, Mr. Phong said that it is necessary to study and provide instructions on how to calculate land rent for enterprises when applying the new price list, supplementing the content of the draft submitted to the Provincial People's Council, having a methodical and careful approach to issue a suitable land price list for the next stage.

According to the draft Land Price List in the province from January 1, 2020 to December 31, 2024, expected to be submitted to the 12th session of the 17th Provincial People's Council, the highest residential land price is 65 million VND/m2 (Cao Thang Street, Vinh City) and the lowest is 70,000 VND/m2 (remote communes in Ky Son and Que Phong districts). The Provincial Land Price Appraisal Council and the Provincial People's Committee agreed to propose adjusting the increase in commercial and service land prices from 50% to 60% compared to the price of adjacent residential land and keeping the price of non-agricultural production and business land unchanged at 50% of the price of adjacent residential land. In addition, the price of mineral exploitation land is adjusted to increase from 100% to 150% of the price of adjacent residential land or land in an equivalent location. The price of production forest land is also proposed to be adjusted by 50% due to inadequacies compared to reality.
Opinions from businesses and VCCI at the conference also expressed appreciation for the role and innovative efforts of the provincial Fatherland Front in social supervision and criticism, increasingly paying attention to and listening to the voices of businesses and people.

Concluding the conference, the Chairman of the Provincial Fatherland Front Committee acknowledged and accepted 22 opinions from businesses on the draft land price list prepared for submission to the Provincial People's Council. He affirmed that the increase in land prices is necessary, the draft land price list ensures reasonableness, the price increase is not high, except for some special cases. In addition, the land price adjustment coefficient will be balanced each year.
The head of the provincial Fatherland Front requested the units drafting the draft land price list to adjust the presentation of the price list, avoid causing misunderstandings in terms of numbers, and supplement the content of the report summarizing the opinions of enterprises. In addition, departments and branches need to analyze and evaluate the suitability of the average increase in each region and each locality, unify the viewpoint of harmonizing the interests of all parties, do a good job of propaganda, and create high consensus in society...
Comrade Vo Thi Minh Sinh also said that the Provincial Fatherland Front Committee is planning to hold a conference every 6 months to listen to comments and feedback from the business community. The Provincial Fatherland Front and the Provincial Business Association will sign a cooperation program for the period 2020 - 2025, thereby promptly grasping the thoughts and aspirations of businesses, reflecting them to the Party Committee and the government and coordinating to better implement contents related to social security.
