Hydropower investors are slow in paying land deductions for resettled people.

(Baonghean.vn) - At the meeting with voters after the 8th session of the 14th National Assembly on the morning of December 4, voters of Que Phong district proposed that the National Assembly should work with the investor to consider and resolve problems related to the Hua Na hydropower project, including the issue of delayed payment of land deductions between the departure and destination places for the people.

On the morning of December 4, National Assembly delegates including Mr. Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Deputy Head of the Central Steering Committee on Anti-Corruption; Ms. Hoang Thi Thu Trang - Secretary of Nghia Dan District Party Committee; Mr. Moong Van Tinh - Que Phong District Youth Union officer had a meeting with voters in Tien Phong commune, Que Phong district.

At the meeting, after listening to delegate Moong Van Tinh briefly summarize the results of the 8th session of the 14th National Assembly, voters of Que Phong district reflected on issues of concern.

Impact on people's lives

Regarding compensation and support for resettled people, voter Lang Van Tuan - Secretary of the Party Committee of Dong Van commune reflected that during the construction of Hua Na hydropower plant, all levels and sectors have been involved in propagating and mobilizing people to move out of the reservoir to build the project. However, since the relocation until now, nearly 8 years, the investor has not yet paid the money to deduct the land between the departure and arrival places for the people.

Sharing the same opinion, Mr. Sam Van Ha - Vice Chairman of the People's Council of Thong Thu commune also expressed his indignation when people repeatedly made requests but still did not receive a response to thoroughly resolve the issue. Voters said that this issue has been going on for too long, affecting people's lives.

Voter Vi Van Quoc - Huoi Muong village, Tien Phong commune also proposed that the National Assembly should work with the investor to consider and resolve people's problems related to the Hua Na hydropower project.

Regarding the 135 support policy, Mr. Sam Van Ha expressed that after receiving support for seedlings, seedlings and rice for poor families and policy families, the people of Thong Thu commune were extremely excited. However, the quality of seedlings is not guaranteed, causing the epidemic of livestock and poultry in the village to spread more and more, causing damage to many households. Therefore, voters recommend that more attention should be paid to the quality of support for plants and seedlings for the people.

Also at the conference, voters reflected on many issues related to investment in upgrading schools; construction of high-voltage power lines and roads; implementation of policies for people with meritorious services; ensuring policies for village and hamlet cadres to work with peace of mind;

Responding to voters' opinions on the issue of building and upgrading schools, Mr. Le Van Giap - Chairman of Que Phong District People's Committee said that in 2018, the district called for 12 billion from businesses and philanthropists to focus on investing in schools. In 2019, the district called for 5.6 billion VND to eliminate dilapidated houses and public housing for teachers. Up to now, the district continues to call for and strive to ensure teaching and learning in remote areas.

Deployed and paid to people about 4 billion 582 million VND

Regarding the issue of land deduction for the Hua Na hydropower project, the district organized a dialogue with the three communes of Thong Thu, Dong Van, and Tien Phong and received many opinions from citizens. From the beginning of 2019 to May 2019, after establishing a plan to deduct the value of land between the departure and destination places, it was implemented and paid to the people about 4 billion 582 million VND; it is expected that there will be more than 75 billion VND left.

However, due to problems and disagreements in calculating the value of land use rights between the departure and arrival places of the Hua Na Hydropower Project, the payment to the people has encountered many difficulties. Therefore, the People's Committee of Que Phong district has repeatedly requested the People's Committee of Nghe An province to continue issuing documents requesting the Department of Natural Resources and Environment to promptly provide written instructions and guidance so that Que Phong district has a basis to continue calculating the balance and deduction of land use rights value between the departure and arrival places, and approving the payment of the difference in compensation value (if any) to the people at the resettlement sites of the Hua Na Hydropower Project.

At the meeting, on behalf of the provincial National Assembly delegation, Party Central Committee Secretary Phan Dinh Trac directly explained some opinions of voters.

Delegate Phan Dinh Trac said that recently at the 8th session, the National Assembly passed a Resolution approving the Overall Project on socio-economic development of ethnic minority and mountainous areas for the 2021-2035 period.

Taking note of voters' opinions, delegate Phan Dinh Trac thanked voters for their feedback and suggestions to the National Assembly, the Government, the Central Ministries, branches and local Party committees and authorities at all levels, and promised to fully convey them to competent authorities; especially issues related to land and forest allocation, policies and regimes 135, economic development skills for people in mountainous areas, etc.

On this occasion, Party Central Committee Secretary Phan Dinh Trac presented 20 gifts to policy households and households with special difficulties at the voter contact point.
