(Baonghean) - The 12th session of the 17th Nghe An Provincial People's Council (taking place from December 10 to 12) is receiving the attention of voters. Nghe An Newspaper would like to publish some opinions of voters sent to the session.

Voter Pham Thanh Hai (Nghia Phuc commune, Tan Ky district):
Need policies to support village and hamlet cadres

Implementing Resolution 08 of the Provincial People's Council on merging blocks and hamlets, up to now, Nghia Phuc commune has completed the merger with the support of the majority of people.

However, after the merger, the hamlets' areas are large, the population is large, customs and practices are different, some hamlet meeting houses are not yet able to organize meetings due to their small area and not being located in the center of the hamlet.

In addition, the number of cadres has decreased due to the arrangement of part-time positions and difficulties in managing the area. Meanwhile, according to the new regulations, each hamlet unit is only allowed 3 positions with allowances: Party cell secretary, hamlet chief and head of the Front work committee.

With the low allowance level, the hamlets are concerned about finding people to be hamlet cadres in the future. Therefore, we hope that all levels need to closely and promptly direct, as well as adequately support policies for the hamlet executive committee so that the hamlet apparatus can operate synchronously and effectively in leading and directing the movement in the locality.

Voter Nguyen Van Lam (Trung Son commune, Do Luong district):
Creating momentum for rural development

Trung Son Commune (Do Luong) has reached the new rural finish line, the initial phase focusing on building infrastructure to serve production has been completed. Voters of Trung Son Commune in particular, and farmers of Do Luong in general, hope that all levels and sectors will pay attention to building plans for agricultural production areas.

Accordingly, the scale of land is more contiguous, less fragmented, more land is accumulated, land is consolidated, plots are exchanged, many specialized areas are formed, many models of agricultural commodity production are formed in the direction of linking the "3 houses" chain.

In addition, analyze and evaluate the good development practice models, promote the farmers' ownership in agricultural development, and build new rural areas such as: clean and organic agricultural production, application of high technology; increasing land use efficiency and mechanization in production. All aim to motivate farmers to develop.

Support for construction of Lam River embankment

Vinh Son (Anh Son) is a purely agricultural commune, people's lives mainly depend on agricultural production. However, in recent years, the agricultural land area in the locality has been gradually shrinking due to the increasingly serious landslides on the Lam River alluvial plain.

To overcome that situation, local people have used many measures to preserve the land such as embankments, embankments, and bamboo planting, but landslides still occur.

That situation is partly due to natural disasters and floods. However, the main cause comes from upstream due to hydroelectric dams releasing floodwaters, and downstream, there are more and more sand and gravel mining boats, which are mining near the riverbank, causing serious erosion.

Through each rainy season, the Lam River gradually erodes, causing people to lose agricultural land, causing many people to worry. We, the voters, hope that the Provincial People's Council will consider supporting the people of Vinh Son commune and the localities located along the Lam River to build embankments to prevent erosion and preserve production land.

Punish people who work abroad illegally

Nghe An is a province with a large number of exported workers. Labor export has made an important contribution to job creation, hunger eradication, poverty reduction, and is an opportunity for rural workers to improve their quality of life.

Recently, although the authorities have actively promoted official labor export, many people still easily fall into traps or deliberately go abroad to work illegally.

The most worrying thing is that illegal labor tarnishes the image of Vietnamese labor in general, and Nghe An in particular, abroad, negatively affecting the province's labor export situation to other countries. To limit the number of illegal laborers abroad, from reality, all levels and sectors need to introduce mechanisms to punish illegal labor cases and strictly deter them.

In addition, for ordinary workers like us, when working at a foreign enterprise or going to work abroad, we encounter many difficulties in communication and working skills. We hope that authorities and sectors will pay more attention to foreign language training and necessary skills for workers.

Creating sustainable livelihoods for ethnic minority mountainous areas

Currently, ethnic minority and mountainous areas such as Que Phong district are still suffering from many disadvantages. Infrastructure of electricity, roads, schools and stations is still limited, especially in mountainous communes; the rate of poor households and unemployed people is high; the problem of residential land, production land or domestic water is still limited. Especially, it has not created a sustainable livelihood for people.

In recent times, the Central and provincial governments have had many integrated programs and projects to support the development of ethnic minority mountainous areas. However, many policies are not suitable to the reality of life.

It is known that at the 8th session, the 14th National Assembly recently passed a Resolution approving the Overall Project on socio-economic development of ethnic minority and mountainous areas for the 2021-2030 period with a huge investment amount (VND 335,421 billion), with the consistent and overarching view of the Project being that investment in ethnic minority and mountainous areas is investment for sustainable development, promoting the potential and advantages of the region.

Voters hope that the Project will soon be implemented according to the set roadmap, thereby contributing to changing the lives of people in ethnic minority and disadvantaged areas. In particular, it will overcome the spread and focus resources on key investments, create livelihoods, promote the self-reliance of people, and contribute to promoting the rapid and sustainable development of the socio-economy in ethnic minority and mountainous areas.
