Studying abroad with state budget but not returning, official's child must pay back 9 billion VND
Four children of leaders of Quang Ngai province studied abroad using the state budget, but after graduation did not return as promised and were asked to return 9 billion VND.
Speaking to the press, Mr. Doan Dung - Director of the Department of Home Affairs of Quang Ngai province said that through inspection, it was determined that there were 4 cases of children of leaders and former leaders of departments and branches of Quang Ngai province who were sent to study abroad with the provincial budget. However, after graduating and returning, 3 cases did not return to the province to work as promised, 1 case returned to the province to work but after a few months then also left.
Specifically, 4 cases of violations include the children of the former and current Head of the Organizing Committee, Head of the Propaganda Department of Quang Ngai Provincial Party Committee; Director of the Provincial Department of Finance and Chairman of Quang Ngai City.

It is known that the above 4 cases are under the very attractive talent attraction project of Quang Ngai province.
Previously, on May 29, 2012, the People's Committee of Quang Ngai province issued Decision 89/QD-UBND, Project "Training for master's and doctoral degrees and attracting highly qualified human resources in the period 2011-2015 and orientation to 2020".
At point C, Part 2 of the above project stipulates: Attracting students who have graduated from regular domestic and foreign universities with good or excellent grades to continue their postgraduate studies, 100% of the funding will be supported. The total funding for implementing the project is 150 billion VND for the period 2011 - 2015. Of which, the funding for postgraduate training in the country is 30 billion VND, training abroad is 118.5 billion VND and the funding for implementing the project is 1.5 billion VND.
